Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 10, 2022 <br />Page 6 <br />A copy of the Commercial Design Standards (Section 2-7.35) was provided to the Planning and Zoning <br />Commission (a copy is attached and made a part of the minutes.) <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable recommendation <br />to the City Commission for LPA 22-06 to provide amendments to the Oxford Park Overlay District Standards. <br />In response to the Commission's question regarding examples of the changes being made with the proposed <br />ordinance, Ms. Hyson stated that the Oxford Park Overlay District (OPOD) Standards have a requirement that the first floor <br />of any non-residential building have 60 — 80 percent windows. She said that was problematic for Wendy's due to the <br />location of their bathrooms. She said the Commercial Design Standards provide flexibility. She said the Commercial Design <br />Standards allow animating features such as arcades, display windows, entry areas, or awnings along at least 60 percent of <br />the fagade. <br />Ms. Hyson stated that OPOD Standards also requires that all sides of the building appear as frontages. She said <br />the Commercial Design Standards states: All sides of the principal building that directly face an abutting public or private <br />right-of-way shall feature one customer entrance and the front facades do need to be articulated. She said that the rear of <br />the fagade design would be reviewed on a case-by-case basis. Ms. Hyson said the OPOD Standards require cornices on <br />every building and the Commercial Design Standards provide more options. <br />In response to the Commission's question, Ms. Hyson reviewed the OPOD boundary. A general discussion <br />ensued regarding the OPOD Standards and the Seminole County Oxford Place Overlay District. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. Doug Markovitz, owner of Casselberry Liquors, 130 State Road 436, Casselberry, Florida came forward. Mr. <br />Markovitz said that he agrees with the increase to the density and allowing more business opportunities. Mr. Markovitz <br />expressed a concern with the large retail establishment aspect. He felt that it would impact small business owners and <br />increase traffic in the area. Mr. Markovitz thought that the community may not want the big box stores and that could <br />explain why some of the stores closed in the area. He said the overpass could have also impacted the big box stores. Mr. <br />Markovitz said the plaza across the street seems to have full occupancy. Mr. Markovitz suggested talking with small <br />business owners and residents to see if they want the big box stores. <br />
