Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 10, 2022 <br />Page 5 <br />Commission. She requested a change to remove conditional use ("C") from vehicular services, maintenance, and light <br />mechanical repair (excluding sales and service, body shops, and storage) from the PMX-L zoning designation. She said <br />that is related to the amendment in LPA 22-07 for compatibility purposes. <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable recommendation <br />to the City Commission for LPA 22-05 to provide amendments to the City's Unified Land Development Regulations Section <br />2-5.2, Purpose and Intent of Zoning Districts, Table 2-5.3, Land Use by District, Table 2-5.4, Size and Dimension Criteria, <br />and Section 5-21.2, Definition of Terms. <br />Ms. Katie Reischmann, City Attorney, explained that included within the proposed ordinance is a vesting of land <br />uses that are existing and to not make any land uses non -conforming uses. In response to the Commission's question, Ms. <br />Reischmann gave a brief overview of the Bert J Harris Private Property Rights Protection Act. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Hale asked for a motion to address LPA 22-05. Ms. Divita made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for LPA 22-05 to provide amendments to the <br />City's Unified Land Development Regulations Section 2-5.2, Purpose and Intent of Zoning Districts, Table 2-5.3, Land Use <br />by District, Table 2-5.4, Size and Dimension Criteria, and Section 5-21.2, Definition of Terms, Attachment A and Amendment <br />3. Mr. Burnett seconded the motion. The motion passed unanimously by voice vote. <br />Ms. Reischmann asked the Planning and Zoning Commission indulgences to correct any scrivener's error that may <br />be found before first reading. She stated that no substantive changes would be made to the proposed ordinances. <br />Eighth Item of Business: LPA 22-06: Amendments to the Oxford Park Overlay District Standards. An ordinance to <br />amend Section 2-7.34, Oxford Park Overlay District Standards, of the City's Unified Land Development Regulations. <br />Ms. Christina Hyson, Chief Planner, reviewed the information provided in staff's memorandum dated August 10, <br />2022 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson explained that this proposed ordinance <br />provides the following: <br />1. Adding mid -rise dwellings with mixed uses and large retail establishments as permitted land uses <br />2. Removing the residential density bonuses <br />3. Removing many of the architectural and building design standards and referring to the criteria provided in the <br />City's Commercial Design Standards <br />
