Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 10, 2022 <br />Page 4 <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable recommendation <br />to the City Commission for LPA 22-04 to provide a text amendment to the Future Land Use Element of the City's <br />Comprehensive Plan, amending Table FLU 1: Land Use and Corresponding Zoning Districts and Policy FLU 1.5, to allow for <br />a new land use category, Mid -rise dwellings with mixed -uses. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. Michael (Micky) Grindstaff, Shutts & Bowen, 300 South Orange Avenue, Orlando, Florida came forward. Mr. <br />Grindstaff said Cassel Park owns the building located at 1398 State Road 436 — St. Paul Executive Center. Mr. Grindstaff <br />said he met with City staff to discuss redevelopment of the property and he was told that the City was considering changes <br />to the Comprehensive Plan and the Zoning Code. Mr. Grindstaff said he is familiar with the four (4) proposed ordinances on <br />tonight's agenda and he is in favor of the proposed changes. <br />Mr. Hale asked for a motion to address LPA 22-04, Mr. Burnett made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for LPA 22-04 to provide a text amendment to the <br />Future Land Use Element of the City's Comprehensive Plan, amending Table FLU 1: Land Use and Corresponding Zoning <br />Districts and Policy FLU 1.5, to allow for a new land use category, Mid -rise dwellings with mixed -uses, Attachment A and the <br />two changes made in Amendment 1 and Amendment 2. Ms. Divita seconded the motion. The motion passed unanimously <br />by voice vote. <br />Seventh Item of Business: LPA 22-05• Amendments to the ULDR for Economic Development. An ordinance to <br />amend Section 2.5.2, Purpose and Intent of Zoning Districts, Section 2-5.3, Land Use by Districts, Section 2-5.4, <br />Size and Dimension Criteria, and Section 5-21.2, Definition of Terms, of the City's Unified Land Development <br />Regulations. <br />Ms. Christina Hyson, Chief Planner, reviewed the information provided in staffs memorandum dated August 10, <br />2022 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said the proposed amendment will allow for <br />new land uses, define existing and proposed land uses, lists all land use types corresponding to those definitions as listed in <br />Table 2-5.3, and updates the densities and intensities in Section 2-5.2 and Table 2-5.4 for the PMX-HIGH zoning district to <br />provide consistency for proposed changes under the previous ordinance for LPA 22-04. <br />Ms. Hyson explained that LPA 22-04 amends the Comprehensive Plan and LPA 22-05 modifies the Unified Land <br />Development Regulations.
