Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 10, 2022 <br />Page 3 <br />Ms. Hyson provided a brief background for tonight's agenda items. She stated that prior to April 2022, staff <br />received interest from several groups for new development in the City. Ms. Hyson explained due to existing regulations, <br />there were complications with moving forward with new development. She said on April 11, 2022 staff requested and <br />received direction from the City Commission to amend the regulations to allow for new development. She said staff <br />researched the Comprehensive Plan and the Unified Land Development Regulations to determine the necessary <br />amendments needed. Ms. Hyson explained that staff determined that amendments were needed to the Future Land Use <br />Element of the Comprehensive Plan, ULDR Section 2-5.2, Table 2-5.3 and Table 2-5.4, Section 5-21.2, the Oxford Park <br />Overlay District (Section 2-7.34), and Section 2-7.27. Ms. Hyson said on July 25, 2022 an overview of the proposed <br />amendments was presented to the City Commission and the Commission directed staff to move forward with the proposed <br />changes to the Planning and Zoning Commission and to the City Commission for adoption. <br />Ms. Hyson reviewed the information provided in staff's memorandum dated August 10, 2022 to the City of <br />Casselberry Planning and Zoning Commission. Ms. Hyson explained this is a Comprehensive Plan Text amendment and it <br />requires staff to forward the information to the Florida Department of Economic Opportunity and other reviewing agencies to <br />determine that the City is in compliance with State Statutes between the first and second reading. <br />Ms. Hyson reviewed the following amendments to the ordinance: <br />Amendment #1 <br />Policy FLU 1.5 Major Thoroughfare Mixed -Use. <br />B. Properties in this category are encouraged to integrate the uses vertically as well as hnri and provide <br />for alternative modes of transportation or parking structures to allow for all other elements (i.e., stormwater, <br />solid waste collection, open space, etc.) on the site. This may be accomplished by providing non-residential <br />on the ground floor with residential/hotel on upper floors. <br />Amendment #2 <br />Policy FLU 1.5 Major Thoroughfare Mixed -Use. <br />K. Properties in this category shall display physical and functional integration of project components with adjacent <br />uses in order to reduce external traffic trips and provide greater access. <br />1. Developments must provide cross access between <br />structures for both public safety response, pedestrians, and vehicles.. -i Scross access to adjacent uses <br />is also required, if reasonably practical. <br />2. Pedestrian and bicycle facilities shall be provided for all developments, including sidewalk connections <br />to street. <br />
