Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 10, 2022 <br />Page 2 <br />Fifth Item of Business: ZB 22-06• Rezoning of Property Located on Lotus Lake Drive (Parcel ID: 07.21-30.515-0000- <br />003A . A request to amend the Official Zoning Map to establish the zoning classification of R-12.5 (Low Density <br />Single -Family) for one (1) parcel located at the northeast corner of the intersection of Lotus Lake Drive and Anchor <br />Road. <br />Ms. Antonia DeJesus, Planner II, reviewed the information provided in her memorandum dated August 10, 2022 to <br />the City of Casselberry Planning and Zoning Commission. Ms. DeJesus said staff recommends that the Planning and <br />Zoning Commission recommend approval of case number ZB 22-06 to the City Commission, based on the staff report and <br />the testimony and evidence presented, that the request meets the applicable provisions of the Unified Land Development <br />Regulations and is consistent with the Comprehensive Plan as per the written findings contained in the staff report. <br />Mr. Hale asked the applicant to come forward. Mr. Scott Stewart, 7901 Kingspoint Parkway, Orlando, Florida came <br />forward. Mr. Stewart said he discussed the possible zoning designations for this property and it was determined that the R- <br />12.5 was an appropriate zoning designation. The Commission had no questions for the applicant. <br />Mr. Stewart said staff was very attentive, informative, and helpful in processing the necessary paperwork. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Hale asked for a motion to address ZB 22-06. Ms. Divita made a motion that the Planning and Zoning <br />Commission recommend approval of case number ZB 22-06 to the City Commission, based on the staff report and the <br />testimony and evidence presented, that the request meets the applicable provisions of the Unified Land Development <br />Regulations and is consistent with the Comprehensive Plan as per the written findings contained in the staff report including <br />Attachments A and B. Mr. Burnett seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: LPA 22-04: Comprehensive Plan Text Amendment. A proposed amendment to the City of <br />Casselberry Comprehensive Plan Future Land Use Element to amend Table FLU 1 and Policy FLU 1.5. <br />Ms. Christina Hyson, Chief Planner, stated that several documents were distributed to the Planning and Zoning <br />Commission pertaining to tonight's agenda items. She explained that there are amendments that were made to the <br />ordinances after the agenda packet was provided to the Commission. Ms. Hyson said she would review the amendments <br />with each of the corresponding items. Ms. Hyson stated that there was also a statement from a citizen that was provided to <br />staff with the request that it be provided to the Commission. She stated that the citizen statement also pertains to the <br />ordinances that will be discussed at tonight's meeting. Copies of the documents are attached and made part of the minutes. <br />
