<br />Development Regulations Section 2-5.2, Purpose and Intent of Zoning Districts
<br />Table 2-5.3, Land Use by District, Table 2-5.4, Size and Dimension Criteria, and
<br />Section 5-21.2, Definition of Terms (LPA 22-05)
<br />The City Clerk read Ordinance 22-1573 by title, as follows:
<br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING PART III,
<br />UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER II, DISTRICT AND GENERAL
<br />REGULATIONS, ARTICLE V, ZONING DISTRICT REGULATIONS, SECTION 2-5.2,
<br />PURPOSE AND INTENT OF ZONING DISTRICTS TO INCREASE DENSITIES AND
<br />INTENSITIES IN THE PMX-HIGH ZONING DISTRICT; AMENDING SECTION 2-5.3, LAND
<br />USE BY DISTRICT; CREATING NEW CATEGORIES OF "MID -RISE DWELLINGS WITH
<br />MIXED -USES", "CAR WASHES", "COMMERCIAL KITCHEN", "LARGE RETAIL

<br />CHAPTER V, GLOSSARY, ARTICLE XXI, LANGUAGE AND DEFINITIONS, SECTION 5-21.2,
<br />DEFINITION OF TERMS, TO REVISE FOR CONSISTENCY, AND TO INCLUDE OMITTED
<br />DEFINITIONS; PROVIDING FOR VESTED RIGHTS, CODIFICATION, CONFLICTS,
<br />SEVERABILITY, AND AN EFFECTIVE DATE."
<br />Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 22-1573
<br />was advertised in the Orlando Sentinel on Thursday, September 1, 2022.
<br />Staff Presentation: Chief Planner Christina Hyson stated Ordinance 22-1573 amends Section 2-5.2,
<br />Purpose and Intent of Zoning Districts, Table 2-5.3, Land Use by District, Table 2-5.4, Size and Dimension
<br />Criteria, and Section 5-21.2, Definition of Terms, of the City's Unified Land Development Regulations
<br />(ULDR). The proposed amendments are designed to provide consistency between the City's ULDR and
<br />the Comprehensive Plan and provide for new land uses, define existing and proposed land uses, and update
<br />densities and intensities within the PMX-HIGH zoning district. The proposed amendments to Section 2-
<br />5.2, Purpose and Intent of Zoning Districts, provide consistency between the ULDR and the changes
<br />proposed to the Comprehensive Plan in Ordinance 22-1572 which was a Comprehensive Plan text
<br />amendment to change the allowable density and intensity within MTMU (Major Thoroughfare Mixed -Use)
<br />and PMX-HIGH land use designations. Ordinance 22-1573 would be making subsequent changes in
<br />Section 2-5.2 for the PMX-HIGH zoning district to increase density from 30 to 80 dwelling units per acre
<br />and increasing the maximum floor area ratio (FAR) from 1.5 to 2.0 within the Code. The proposed changes
<br />to Table 2-5.3, the land use table, include the addition of the following new land use types: mid -rise
<br />dwellings with mixed uses, car washes, commercial kitchen, drive-through establishment, large retail
