CASSELBERRY CITY COMMISSION <br />Minutes of September 12, 2022 — Regular Meeting <br />Page 14 of 25 <br />driveways. <br />5. Elizabeth Busch, 180 North Sunset Drive, stated she was also a small business owner and <br />spoke in opposition to allowing development of a large retail establishment on prime real <br />estate at an intersection that she saw as important for the future of downtown Casselberry. <br />She also expressed some concerns about traffic and noise pollution that would potentially be <br />brought to the area by this type of development. <br />6. Pradeep Chohan, 130 State Road 436, spoke in opposition to large retail establishments <br />coming into the area due to the detrimental effect it would have on small businesses and sole <br />proprietorships that had already created a rapport with the local community. <br />7. Doug Markovitz, co-owner of Casselberry Liquor, 130 State Road 436, stated he was <br />adamantly opposed to the City creating a new land use type that would allow large retail <br />establishments for all the reasons he had stated in his earlier comments, most specifically the <br />harm he felt it would cause to both existing and future small businesses in the City. <br />8. Brad Markovitz, co-owner of Casselberry Liquor, 130 State Road 436, also spoke in <br />opposition to allowing large retail establishments in the City, adding that he could use his <br />many social media contacts to initiate legal, peaceful protests should the proposed <br />amendments be adopted and BJ's move into the City at the proposed site. <br />No one else came forward to address Ordinance 22-1575. Mayor Henson closed the public hearing relative <br />to Ordinance 22-1575. <br />MOTION: Commissioner Busch moved to approve Ordinance 22-1575 on first reading, <br />as presented. Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 4-0. <br />8. FIRST READING OF ORDINANCES <br />A. Ordinance 22-1571 — Amending the Official Zoning Designation for Property <br />Located at the Northeast Corner of the Intersection of Lotus Lake Drive and Anchor <br />Road (ZB 22-06) <br />The City Clerk read Ordinance 22-1571 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE <br />ZONING CLASSIFICATION OF R-12.5 (LOW DENSITY SINGLE-FAMILY) FOR <br />APPROXIMATELY 0.81 ACRES LOCATED AT THE NORTHEAST CORNER OF LOTUS <br />LAKE DRIVE AND ANCHOR ROAD, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Planner II Antonia DeJesus stated Ordinance 22-1571 establishes the official zoning <br />designation of R-12.5 (Low Density Single -Family) for one (1) parcel located at the northeast corner of the <br />intersection of Lotus Lake Drive and Anchor Road. The subject property was annexed into the City in 2010 <br />
