First Reading of Ordinance 22-1574 — Amendment to Section 2-7.34, Oxford Park <br />Overlay District Standards, of the City's Unified Land Development Regulations <br />(LPA 22-06� <br />The City Clerk read Ordinance 22-1574 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING PART III, <br />UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER II, DISTRICT AND GENERAL <br />REGULATIONS, ARTICLE VII, GENERAL REGULATIONS, SECTION 2-7.34, OXFORD PARK <br />OVERLAY DISTRICT STANDARDS, TO PROVIDE FOR REGULATIONS THAT ARE <br />CONSISTENT WITH DEVELOPMENT APPLICATIONS AND ECONOMIC DEVELOPMENT; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE <br />DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 22-1574 <br />was advertised in the Orlando Sentinel on Thursday, September 1, 2022. <br />Staff Presentation: Chief Planner Christina Hyson stated Ordinance 22-1574 amends Section 2-7.34, <br />Oxford Park Overlay District Standards of the City's Unified Land Development Regulations (ULDR). <br />The Oxford Park Overlay District was established in May, 2019 and since then the City has received some <br />development applications for parcels within the overlay boundaries; however, there are still several <br />underutilized tracts that are ripe for redevelopment. The proposed amendments will encourage the <br />development and redevelopment of underutilized parcels within the Oxford Park Overlay District by <br />accommodating new land uses and modifying design standards. The proposed amendments add mid -rise <br />dwellings with mixed uses and large retail establishments as permitted uses within the Oxford Park Overlay <br />District. Additionally, the residential density bonus that is currently within the Code will be removed, as <br />Ordinances 22-1572 and 22-1573 propose increasing the maximum density City-wide within the PMX- <br />High zoning district. There are also proposed revisions to the building design standards within the Oxford <br />Park Overlay District and these will provide more consistency with the City's Commercial Design <br />Standards which will make the development process clearer by removing redundancy and inconsistency <br />between regulations. The Planning and Zoning Commission, acting as the City's Land Planning Agency <br />(LPA), voted unanimously at its meeting on August 10, 2022 to recommend approval of this item to the <br />City Commission. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Ordinance 22-1574 on first reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 22-1574. Mayor Henson opened the floor for public participation. The <br />following individual came forward to address Ordinance 22-1574: <br />1. Doug Markovitz, co-owner of Casselberry Liquor, 130 SR 436, spoke in opposition to <br />permitting large retail establishments in the City of Casselberry, particularly in the Oxford <br />Park Overlay District. <br />No one else came forward to address Ordinance 22-1574. Mayor Henson closed the public hearing relative <br />
