Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />May 11, 2022 <br />Page 7 <br />Ninth Item of Business: LPA 2202• Small Scale Future Land Use Map Amendment at 176 S. Winter Park <br />Drive. A request to amend the Future Land Use Map from Low Density Residential to Public Service for one <br />(1) parcel located at 176 S. Winter Park Drive. <br />Ms. Christina Hyson, Chief Planner, reviewed the information provided in staffs memorandum dated May <br />11, 2022 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that the <br />Planning and Zoning Commission recommend approval of case number LPA 22-02 to the City Commission, based <br />on the staff report and the testimony and evidence presented, that the request meets the applicable provisions of the <br />Unified Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings in <br />the staff report. <br />Dr, Kelly Brock, Public Works Division Director, explained that there is a 1400 -acre water shed that drains <br />into Queens Mirror Lake and that explains why it has traditionally had some of the worst water quality of lakes in the <br />area. He said that this proposed project is part of the Florida Department of Environmental Protection's Lake Jessup <br />Basin Management Action Plan. Dr. Brock said that this is the most important water quality capital improvement <br />project that the City has ever done in terms of trying to improve the water quality of our lakes. <br />Dr. Brock explained that the idea of this project is to construct a facility to pump out water from the canal <br />before it enters Queens Mirror Lake, treat the water, discharge the water back into the canal, and allow it to flow back <br />into the lakes. <br />Dr. Brock said originally the City hoped to build on the golf course but St. Johns River Water Management <br />District (SJRWMD) requirements made it necessary to acquire this site. He said the project will be screened with <br />landscaping and a 6 -foot fence is proposed for the site. Dr. Brock said this item would be scheduled for review by <br />the Planning and Zoning Commission for the rezoning and site plan review. He said the nature of the project is to <br />treat stormwater runoff before it goes into the lake. <br />In response to the Commission's question, Dr. Brock said this facility would be a long-term operation. In <br />response to the Commission's question, Dr. Brock said the facility would be completely closed off to the public with <br />fencing and the City is proposing a stabilized access for staff to access the lake for water treatment purposes. <br />A brief discussion ensued regarding the design of the project and platting of the lots. In response to the <br />Commission's question, Dr. Brock explained that there are five (5) lakes in the chain of lakes and Queens Mirror <br />Lake is the start of the lakes and it gets the brunt of the runoff. <br />
