Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />May 11, 2022 <br />Page 8 <br />In response to the Commission's question, Dr. Brock said there is currently some pretreatment occurring in <br />Queens Mirror Lake. A general discussion ensued regarding the funding of the project, the City's current <br />maintenance of the canal, and future plans for other canal improvements, <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. Kevin Kelley, 168 South Winter Park Drive, Casselberry, Florida came forward. Mr. Kelley said his <br />home is adjacent to this lot. He expressed concerns with noise, the design of the project, and the impact to the <br />wildlife in the area. He said the City removed several trees from the site and within 2-3 days he had a golf ball go <br />through his daughter's window. He said he is a kayaker and is very interested in the effort but concerned about noise <br />and the impact to property values. <br />Mr. Hale said this is a process and tonight's meeting is to change the future land use and the zoning will be <br />reviewed at a future meeting. He said that the Planning and Zoning Commission would also review the site plan and <br />the end goal is to get cleaner water. <br />Mr. Michael Townes, 552 Queens Mirror Circle, Casselberry, Florida came forward. Mr. Townes said he <br />was generally in favor of the project but shared the same concerns as Mr. Kelley. He said that they want to be <br />involved as the City goes through this process. Mr. Townes was concerned with the lighting, dredging, muck <br />mitigation and removal of trees. <br />A general discussion ensued regarding mitigation of golf balls hitting the adjacent homes and residents' <br />input regarding the design of the project. In response to the Commission's question, Dr. Brock said that the City is <br />using one of their engineering consulting firms to design the project. Dr. Brock said it would probably be a <br />prefabricated structure to house the equipment. A brief discussion ensued regarding noise and lighting for the <br />project. <br />Mr. Hale asked for a motion to address LPA 22-02. Mr. Burnett made a motion that the Planning and <br />Zoning Commission recommend approval of case number LPA 22-02 to the City Commission, based on the staff <br />report and the testimony and evidence presented, that the request meets the applicable provisions of the Unified <br />Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings in the staff <br />report and Attachments A - B. Ms. Saporito seconded the motion. The motion passed unanimously by voice vote. <br />
