2. Police Impound — when a vehicle tow requested by Casselberry Police Department for the <br />following reasons: <br />a. Vehicles that are seized for forensic testing (i.e. sexual batteries, abductions, <br />homicides, etc.) when the owner/operator of the vehicle was not the perpetrator. <br />b. Vehicles damaged by stop sticks when the owner/operator of the vehicle was not the <br />intended target. <br />c. Vehicles damaged in crashes caused by or resulting from the pursuit of a criminal or <br />criminal flight from apprehension where the owner/operator was not involved. <br />d. Vehicles of evidentiary value as determined by the Police Department. <br />J. City (City's) City of Casselberry <br />K. Contractors Storage Facility- The contractor needs to provide a CSI room indoors, built <br />to FDOT specs. Complete with ultra violet lighting, hoist, high intensity lights on walls <br />and ceilings to assist in investigations and preservation of evidence. <br />L. Contractor referred to herein as companies or Contractors responding to this Solicitation <br />M. Agreement - documents contained herein will become the contract between City of <br />Casselberry and Contractor awarded this service. <br />NOTE: "Innocent Owners" shall not include those persons whose vehicles are determined by <br />the Casselberry Police Dept. or designee, to have either: <br />a. Been stolen by an immediate family member (eg. parent, child or spouse unless the <br />spouse has been court ordered not to possess the vehicle), or <br />b. Where the vehicle is reasonably believed to have been exchanged, by owner/operator <br />for illegal controlled substances and/or any criminal act. <br />QUALIFICATIONS OF CONTRACTORS <br />All towing Contractors that submit proposals shall meet the following minimum qualifications. <br />• The Contractor, or principals of the Contractor, shall be regularly engaged in the business of <br />providing the services as described herein. The Contractor shall have a record of performance and <br />operation within Central Florida for a five-year period of time immediately preceding this request <br />for proposal. The Contractor shall have sufficient financial support, equipment, and organization <br />to ensure that they can satisfactorily execute the services, if awarded a Contract, under the terms <br />and conditions herein stated. There shall not be any pending criminal charges against the <br />Contractor, principal owners, partners, corporate officers, or management employees. <br />• The term "equipment and organization" as used herein shall be construed to mean a fully <br />equipped and well established operation as determined by officials of the Police Department for <br />the City of Casselberry. <br />• Contractor shall be fully licensed to perform the work described herein and shall comply with all <br />applicable State Statutes and local codes and ordinances. <br />• Contractor must have an office and storage facility within 10 miles of the City Hall of the City of <br />Casselberry and within Seminole County. <br />• Contractor's facilities shall be properly identified by signs on the exterior of the structure, i.e. <br />visible from the adjacent access road. <br />• Office Facilities - Shall include telephone and rest room facilities and work space (i.e. desk, <br />phone). Shall have name and mailing address on front of building. Shall be separate from any <br />other business or enterprise. Office and storage shall be at one location. <br />• Contractor's business and storage facilities shall comply with all applicable Building, Zoning, and <br />Fire regulations. <br />
