SECTION II <br />CITY OF CASSELBERRY <br />TOWING SERVICES <br />RFP20100527LEC <br />Towing Statement Of Work <br />The City of Casselberry Florida is inviting licensed towing Contractors to submit qualifications and <br />proposals to the City for the removal, impounding, and/or storage of junk vehicles, abandoned vehicles, <br />illegally parked vehicles, non -drivable vehicles at accident scenes, the vehicles of prisoners arrested by <br />the City of Casselberry Police Department, confiscated vehicles, or for any other reason that arises from <br />the streets or other areas within the City or from locations as directed by the Police Department and the <br />City's Public Works Department. The employee(s) of the Contractor awarded this contract must hold <br />certificates of completion of the Florida Certified Towing and Recovery Course, be Nationally Certified <br />by Towing and Recovery Association of America and successfully completed training to become a <br />member of a Community Emergency Response Team. <br />Definitions <br />A. "General Outside Storage" shall be that area of measurable footage (space) that is 9 feet by 20 <br />feet in a fenced lot capable of housing a vehicle, and in which a person walking on foot may <br />easily walk un -obstructed around the entire vehicle. <br />B. "Hold" shall be a written instruction by the Casselberry Police Department that a vehicle must not <br />be released from the Contractor's custody. <br />C. "Log Sheet" shall be a written account of vehicles towed or stored by the Contractor at <br />the City's request. The Contractor will provide a monthly listing of vehicles towed for the <br />Casselberry Police Department on a form provided by the Casselberry Police Department. Such <br />forms shall be sent to the Police Department by the 5`' of each month. <br />D. Passenger Vehicle" includes but is not limited to cars, sport utility vehicles, trucks less than two <br />tons, and other vehicles whose primary purpose is to transport persons. <br />E. "Public Way" shall include but not be limited to any road, street, highway, parkway, alley, <br />parking area, sidewalk or right of way. <br />F. "mace Allotment" is the number of spaces per type of vehicle as follows: <br />1. One (1) space — motorcycles, passenger cars, trucks, and trailers up to one (1) ton <br />2. Two (2) spaces — trucks and trailers from one (1) to two (2) tons <br />3. Four (4) spaces — trucks and trailers over two (2) tons <br />G. "Specialized Inside Storage" shall be that area of measurable footage (space) that is 12.5 feet by <br />15 feet inside a building capable of housing a vehicle, and in which a person on foot may easily <br />walk unobstructed around the entire vehicle. <br />H. "Vehicle" shall be every device that may transport a person or property, including but not limited <br />to automobiles, trucks, boats, trailers, motorcycles, motor scooters, semi -tractors, semi -trailers, <br />and cargo trailers. <br />L "Innocent Owner" shall be those tows where the owner or other person authorized to possess the <br />vehicle was not the perpetrator of a crime or civil infraction. This shall include but not be limited <br />to: <br />1. Recovered stolen vehicles where the owner/operator either: <br />a. Has no insurance; or <br />b. Has insurance with a deductible or co -pay that is $105.00 or more. In no <br />event shall an innocent owner have to pay more than $105.00 out of pocket <br />for towing fees. <br />19 <br />
