CASSELBERRY CITY COMMISSION <br />Minutes of July 25, 2022 — Regular Meeting <br />Page 13 of 20 <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 22-1566. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 22-1566. Mayor Henson closed the public hearing relative to <br />Ordinance 22-1566. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 22-1566 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 4-0. <br />B. Second Reading; of Ordinance 22-1567 — Amending the Future Land Use <br />Designation for Property Located at 176 South Winter Park Drive (LPA 22-02) <br />The City Clerk read Ordinance 22-1567 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM LOW DENSITY RESIDENTIAL TO PUBLIC <br />SERVICE FOR APPROXIMATELY 0.91 ACRES LOCATED AT 176 SOUTH WINTER PARK <br />DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second and final reading of Ordinance <br />22-1565 was advertised in the Orlando Sentinel on Thursday, July 14, 2022. <br />Staff Presentation: Healthy Community Manager Dean Fathelbab stated Ordinance 22-1567 amends the <br />Future Land Use Map (FLUM) designation from Low Density Residential to Public Service for one (1) <br />parcel approximately 0.91 acre in size, located at 176 South Winter Park Drive. The undeveloped and <br />vacant subject property is located between Queens Mirror Lake and South Winter Park Drive and has been <br />selected as the site for a new nutrient reduction facility which will support the City of Casselberry Public <br />Works & Utilities Department's continued stewardship of the natural environment, specifically the water <br />quality of Queens Mirror Lake. The total acreage of the subject property is within the fifty (50) acre limit <br />for a small-scale Comprehensive Plan Amendment and the applicant is requesting a Future Land Use Map <br />(FLUM) amendment to provide consistency between the land entitlements and future development. The <br />proposed amendment will change the Future Land Use Map (FLUM) designation from Low Density <br />Residential to Public Service. Notification was provided to the surrounding property owners within 500 <br />feet on April 26, 2022 and written notice for the proposed amendment to the Future Land Use Map was <br />posted at the subject property on April 27, 2022. The Planning and Zoning Commission, serving as the <br />City's Local Planning Agency (LPA), voted unanimously at its meeting on May 11, 2022 to recommend <br />approval of this item to the City Commission. The request to amend the Future Land Use Map from Low <br />Density Residential to Public Service for the subject property is consistent with the City's Comprehensive <br />Plan; compatible with the surrounding mix of land uses and zoning districts; and City services are available <br />to the subject property. <br />Budget Impact: There is no impact to the City Budget. <br />
