Audience Participation: No one came forward to address Ordinance 22-1569. MOTION: Commissioner Busch moved to approve Ordinance 22-1569 on first reading, as presented. Motion was seconded by Vice Mayor Aramendia. Motion carried unanimously by voice vote 4-0. 11. PUBLIC HEARING A. Second Reading of Ordinance 22-1566 — Amending the Official Zoning Designation for Property Located at 1681 S. Ronald Reagan Blvd. (ZB 22-03) The City Clerk read Ordinance 22-1566 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE ZONING CLASSIFICATION FROM CG (COMMERCIAL GENERAL) TO CS (COMMERCIAL SERVICE) FOR APPROXIMATELY 1.47 ACRES LOCATED AT 1681 SOUTH RONALD REAGAN BOULEVARD, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second and final reading of Ordinance 22-1565 was advertised in the Orlando Sentinel on Thursday, July 14, 2022. Staff Presentation: Planner 11 Antonia DeJesus stated Ordinance 22-1565 amends the official zoning designation for one (1) parcel located at 1681 S. Ronald Reagan Blvd. from CG (Commercial General to CS (Commercial Service). The subject area encompasses approximately 1.47 acres. Notification was provided to the surrounding property owners within 500 feet on April 26, 2022 and written notices for the Official Zoning Map amendment were posted at the subject property on April 27, 2022. The Planning and Zoning Commission, serving as the City's Local Planning Agency (LPA), voted unanimously at its meeting on May 11, 2022 to recommend approval of this item to the City Commission. The request to amend the Official Zoning Map from CG (Commercial General) to CS (Commercial Service) for the subject property is: consistent with the City's Comprehensive Plan and the Commercial Future Land Use Map (FLUM) designation; compatible and consistent with the adjacent land uses and zoning districts; and City water service is currently available to the subject property and there is an existing septic system for onsite wastewater collection. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 22-1566 on second and final reading.
