CASSELBERRY CITY COMMISSION <br />Minutes of July 25, 2022 — Regular Meeting <br />Page 14 of 20 <br />Recommendation: The City Manager, the Community Development Director and the Public Works & <br />Utilities Director recommended adoption of Ordinance 22-1567 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 22-1567. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 22-1567. Mayor Henson closed the public hearing relative to <br />Ordinance 22-1567. <br />MOTION: Commissioner Busch moved to adopt Ordinance 22-1567 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 4-0. <br />C. Second Reading of Ordinance 22-1568 — Amending the Official Zoning <br />Designation for the Property Located at 176 South Winter Park Drive (ZB 22-02) <br />The City Clerk read Ordinance 22-1568 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM R-12.5 (LOW DENSITY SINGLE-FAMILY) TO PS <br />(PUBLIC SERVICE) FOR APPROXIMATELY 0.91 ACRES LOCATED AT 176 SOUTH WINTER <br />PARK DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second and final reading of Ordinance <br />22-1565 was advertised in the Orlando Sentinel on Thursday, July 14, 2022. <br />Staff Presentation: Healthy Community Manager Dean Fathelbab stated Ordinance 22-1568 amends the <br />official zoning designation for one (1) parcel located at 176 South Winter Park Drive from R-12.5 (Low <br />Density Single -Family) to PS (Public Service.) The subject area consists of approximately 0.91 acre and <br />is an undeveloped and vacant property which has been selected as the site for a new nutrient reduction <br />facility which will support the City of Casselberry Public Works & Utilities Department's continued <br />stewardship of the natural environment, specifically the water quality of Queens Mirror Lake. Notification <br />was provided to the surrounding property owners within 500 feet on May 24, 2022 and written notices for <br />the Official Zoning Map amendment were posted at the subject property on May 25, 2022. The Planning <br />and Zoning Commission, serving as the City's Local Planning Agency (LPA), voted unanimously at its <br />meeting on June 8, 2022 to recommend approval of this item to the City Commission. The request to amend <br />the Official Zoning Map from R-12.5 (Low Density Single -Family) to PS (Public Service) for the subject <br />property is consistent with the City's Comprehensive Plan and the Public Service Future Land Use Map <br />(FLUM) designation; compatible and consistent with the adjacent land uses and zoning districts; and City <br />services are available to the subject property. <br />Budget Impact: There is no impact to the City Budget. <br />
