CASSGL.BGRRY CITY COMMISSION <br />Minutes of June 27, 2022 — Regular Meeting <br />Page 10 of 13 <br />Audience Participation: No one came forward to address this item. <br />Discussion: Discussion ensued during the presentation which included: Parks and Recreation Advisory <br />Board recommendations and input from public information meetings; options for park lighting; kinetic vs. <br />static exercise equipment and placement options; design for future expansions; accessibility sidewalk <br />network; safety concerns; size and location of parking area, options for parking area materials, and concerns <br />of residents related to on -street parking; design of park access from Canterbury Circle; need for value <br />engineering due to projected costs being over budget; need to prioritize amenities based on which would <br />be used more; eliminating vehicular access from Avalon Boulevard; lake access and fishing pier; potential <br />grant and/or bequest funding for some park elements; ADA (Americans with Disabilities Act) accessibility; <br />need to respect residents' adjoining property lines relating to buffering, lighting and location of park <br />elements; need to maintain emergency access to the park; and condition of existing park amenities, <br />including bathrooms, sports courts and pavilions. <br />The proposed Dew Drop Park Improvements (Project 21 10) include the following elements: <br />- Close vehicular entrance on Avalon Blvd. and provide a pedestrian -only entrance. <br />- Provide vehicular entrance and roadway on Canterbury Circle with paved and grass <br />parking. <br />- Provide a paved multi -use path throughout the park. <br />- Provide fishing pier to encourage interaction with nature. <br />- Replace and relocate tennis, basketball, and volleyball courts. <br />- Provide inclusive exercise stations throughout the park. <br />- Provide inclusive play area improvements such as slides, rock -climbing walls, and zip line. <br />- Provide pedestrian entry features on Avalon Boulevard and Canterbury Circle. <br />- Provide open space for multi -use activities. <br />- Provide shade pavilions with grills at playgrounds and open space areas. <br />- Provide technology upgrades (i.e., WiFi/charging stations) at the pavilions. <br />- Provide benches along pathways and picnic tables throughout the park. <br />- Provide improvements to stormwater outlets and opportunities for stormwater management <br />education along Dew Drop Pond. <br />- Provide sensory garden. <br />- Provide new restroom building at a central location and upgrade the existing restroom. <br />The Casselberry Parks and Recreation Advisory Board (PRAB) at its June 14, 2022 meeting recommended <br />approval of the 30% plans to the City Commission with the following three (3) conditions: <br />The proposed exercise stations be spaced apart along the sidewalk throughout the park, and not <br />grouped together. <br />The final lighting plan is appropriate and considerate with respect to the neighbors, so as not <br />to become a nuisance. <br />Directing City staff to continue to work with the design and construction teams to make <br />changes to the plan with respect to the initial vision and budget constraints. <br />CONSENSUS: After discussion the City Commission agreed by consensus to approve <br />the 30% Dew Drop Park plans with following recommended changes: <br />
