CASSEL BERRY CITY COMMISSION <br />Minutes of June 13, 2022 — Regular Meeting <br />Page 11 of 14 <br />Audience Participation: The following individual came forward to address Ordinance 22-1567: <br />Bill Hufford, 527 Queens Mirror Circle, spoke in favor of the nutrient reduction plant, but <br />requested that the City design the facility in a way that would fit into the neighborhood and <br />be relatively unnoticeable to those passing by. <br />No one else came forward to address Ordinance 22-1567. <br />MOTION: Commissioner Busch moved to approve Ordinance 22-1567 on first reading, <br />as presented. Motion was seconded by Commissioner Meadows. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARING <br />No items were presented for consideration on this agenda. <br />12. OTHER ITEMS <br />A. Presentation and Discussion of Alternatives Assessment for the Winter Park Drive <br />Complete Street aiid Coiicept Development Study <br />Staff Presentation: Public Works & Utilities Director Kelly Brock gave a brief overview of the item and <br />introduced Kathrin Tellez, a Principal Transportation Planner with Fehr & Peers, who gave a presentation <br />on the Winter Park Drive Complete Street and Concept Development Study and presented three draft <br />alternatives for Commission consideration and guidance which were: <br />Alternative l — Shared Use Path Westside <br />Alternative 2 — Shared Use Path Eastside <br />Alternative 3 — Shared Use Path with Buffered Bike Lane <br />Ms. Tellez presented analysis highlights which showed the following: <br />- No appreciable change in operations along the corridor for people driving. <br />- Significant increase in comfort for people walking and biking. <br />- 85t" percentile speed for people driving is expected to decrease — greater levels for Alternatives <br />1 and 2. <br />- Significant decrease in crossing distances — about 30 percent for Alternatives 1 and 2, and 25 <br />percent for Alternative 3. <br />- Opportunities to increase visibility of people walking and biking along the corridor as well as <br />placemaking. <br />- Costs and environmental considerations are similar for all alternatives. <br />- East side alternative has fewer driveway conflicts. <br />
