Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />B. Ordinance 22-1567 — Amending; the Future Land Use Map Designation for the <br />Property Located at 176 S. Winter Park Drive <br />The City Clerk read Ordinance 22-1567 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM LOW DENSITY RESIDENTIAL TO PUBLIC <br />SERVICE FOR APPROXIMATELY 0.91 ACRES LOCATED AT 176 SOUTH WINTER PARK <br />DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Healthy Community Manager Dean Fatihelbab stated Ordinance 22-1567 amends tine <br />Future Land Use Map (FLUM) designation from City of Casselberry Low Density Residential to City of <br />Casselberry Public Service for approximately 0.91 acres located at 176 S. Winter Park Drive. The <br />undeveloped and vacant subject property is located between Queens Mirror Lake and South Winter Park <br />Drive and has been selected as the site for a new nutrient reduction facility which will support the City of <br />Casselberry Public Works & Utilities Department's continued stewardship of the natural environment, <br />specifically the water quality of Queens Mirror Lake. The total acreage of the subject property is within <br />the fifty (50) acre limit for a small-scale Comprehensive Plan Amendment and the applicant is requesting <br />a Future Land Use Map (FLUM) amendment to provide consistency between the land entitlements and <br />future development. The proposed amendment will change the Future Land Use Map (FLUM) designation <br />from City of Casselberry Low Density Residential to City of Casselberry Public Service. Notification was <br />provided to the surrounding property owners within 500 feet on April 26, 2022 and written notice for the <br />proposed amendment to the Future Land Use Map was posted at the subject property on April 27, 2022. <br />The Planning and Zoning Commission, serving as the City's Local Planning Agency (LPA), voted <br />unanimously at its meeting on May 11, 2022 to recommend approval of this item to the City Commission. <br />The request to amend the Future Land Use Map from City of Casselberry Low Density Residential to City <br />of Casselberry Public Service for the subject property is consistent with the City's Comprehensive Plan; <br />compatible with the surrounding mix of land uses and zoning districts; and City services are being provided <br />to the subject property. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager, the Public Works & Utilities Director, and the Community <br />Development Director recommended approval of Ordinance 22-1567 on first reading. <br />
