CASSEL BERRY CITY COMMISSION <br />Minutes of May 9, 2022 — Regular Meeting <br />Page 1 I of 15 <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 22-1565 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 22-1565. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 22-1565. Mayor Henson closed the public hearing relative to <br />Ordinance 22-1565. <br />MOTION: Commissioner Busch moved to adopt Ordinance 22-1565 on second and final <br />reading, as presented. Motion was seconded by Commissioner Meadows. <br />Motion carried unanimously by voice vote 4-0. <br />12. OTHER ITEMS <br />A. Clancy & Theys Construction, Inc. Construction Manager at Risk Agreement <br />Amendment No. 1 Guaranteed Maximum Price for the Casselberry Police <br />Department Headquarters — Project PD 2001 and Related Budget Amendment #22- <br />035 <br />Staff Presentation: City Commission consideration to approve Amendment No. 1 of Clancy & Theys <br />Construction, Inc. Construction Manager at Risk Agreement (CMAR), Guaranteed Maximum Price (GMP) <br />of $12,039,985.20 for Project PD 2001, and related Budget Amendment 922-035 is requested. <br />City Manager Randy Newlon gave a brief introduction and commended Community Development Director <br />Chris Bowley and Deputy Police Chief Derrick Becton and their respective staffs for their hard work and <br />overcoming many obstacles to get this project designed and to the point it could be brought to the City <br />Commission at tonight's meeting for consideration of a guaranteed maximum price for actual construction <br />of the project. Mr. Bowley gave a brief presentation which included: a brief history of the site; steps taken <br />to develop a master plan for use of the site for dual purposes, both as the City's police headquarters and as <br />a location for Seminole County Fire Station 25; details and highlights of the proposed police headquarters <br />building and site improvements; value engineering efforts to bring costs down; the bond amount for funding <br />of the project; and the final guaranteed maximum cost to construct the project. Deputy Police Chief Becton <br />thanked Mr. Bowley for his work on the project and noted that although it has taken a long time to get to <br />this point, he felt the team had taken a realistic approach to the planning of the project and had done all that <br />could be done to cut costs but still have a facility that would meet the Department's and community's needs <br />and would still have potential for future growth. In response to questions from the City Commission, both <br />Mr. Bowley and Deputy Chief Becton stated they were satisfied with the final results and all concerns had <br />been addressed. <br />Budget Impact: Budget Amendment #22-035 will provide sufficient funding for this item using the Police <br />Department Complex Fund. Specific account details are provided in the Budget Amendment. <br />
