Ordinance 07-1221 - Revisions to City Code, Chapter 46, Floods <br />The City Clerk read Ordinance 07-1221 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />SPECIFICALLY AMENDING CHAPTER 46 FLOODS, ARTICLE I, SEC. 46-1, <br />DEFINITIONS; SEC. 46-8, BASIS FOR ESTABLISHING AREAS OF SPECIAL <br />FLOOD HAZARD; ADOPTION OF FLOOD HAZARD MAPS; ARTICLE II, <br />SEC. 46-38, APPLICATION FOR DEVELOPMEN PERMIT; SEC. 46-39, DUTIES <br />OF CITY ENGINEER; ARTICLE III, SEC. 46-61, GENERAL STANDARDS; <br />SEC. 46-62, SPECIFIC STANDARDS, SEC. 46-63, STANDARDS FOR STREAMS <br />WITHOUT ESTABLISHED BASE FLOOD ELEVATION OR FLOODWAY; <br />SEC. 46-64, STANDARDS FOR SUBDIVISION PROPOSALS; SEC. 46-65, <br />STANDARDS FOR AREAS OF SHALLOW FLOODING; CREATING ARTICLE <br />IH, SEC. 46-66, SPECIFIC STANDARDS FOR A ZONES WITHOUT BASE <br />FLOOD ELEVATIONS AND REGULATORY FLOODWAYS; TO CORRECT <br />GLITCHES AND MAKE MISCELLANEOUS ADJUSTMENTS; PROVIDING <br />FOR SEVERABILITY, CODIFICATION, CONFLICTS, AND AN EFFECTIVE <br />DATE." <br />The City Manger introduced Dr. Kelly Hans Brock, the new City Engineer, who gave the <br />staff presentation. <br />Staff Presentation: Ordinance 07-1221 revises City Code Chapter 46, Floods, which <br />needs to be updated in order to meet current Federal regulations (FEMA). These <br />regulations must meet or exceed federal standards in order to participate in the National <br />Flood Insurance Program. The Chapter has been revised to reflect the following: <br />• The Addition, deletion, and revision of several definitions to provide additional <br />guidance and reflect current standards and regulations <br />• The official adoption of the updated Flood Insurance Rate Maps (FIRMs) and <br />Flood Insurance Study (FIS), effective September 28, 2007 <br />• The Modification of permit requirements for applications for development <br />permits <br />• The clarification and addition of duties of the Floodplain Administrator (City <br />Engineer) with respect to regulations, record keeping, and interagency <br />communication <br />• The revision and addition of general standards to clarify permitting requirements <br />and regulations regarding modifications to non -conforming structures <br />• The revision and addition of specific standards for AE and AH Zones (areas <br />where flood elevation data is known) to clarify language, provide general <br />drainage design guidance, add guidance for elevating buildings, and provide <br />regulations for manufactured homes and recreational vehicles <br />• The revision and addition of standards for areas located near streams that do not <br />have flood elevation data or established regulatory floodways <br />
