City Commission Meeting <br />August 27, 2007 <br />Page 6 <br />• The revision and addition of standards for areas of shallow flooding regarding <br />flood proofing and general drainage design <br />• The addition of a new section to provide specific standards and guidance for A <br />Zones (appropriate areas where flooding is know to be a concern but that do not <br />have established flood elevation data), including guidance for use of alternate <br />sources of data and regulations for required information, manufactured homes, <br />and alteration of watercourses <br />Staff Recommendation: All changes to Chapter 46, Floods, have been reviewed by the <br />City Attorney and FEMA personnel for compliance with Federal regulations. Staff <br />recommends approval of Ordinance 07-1221 on first reading and schedule the second <br />reading and public hearing for September 24, 2007. <br />Audience Input: <br />1) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, opined as to <br />Ordinance 07-1221 as it relates to 100/500 year floods. <br />MOTION: Moved by Vice Mayor/Commissioner Susan Doerner to <br />approve Ordinance 07-1221, Floods, on first reading as <br />presented. Motion was seconded by Commissioner Colleen S. <br />Hufford and carried unanimously on a 5 - 0 voice vote. <br />11. Resolutions <br />A. Resolution 07-1813 - Lakes Recreational Use/Boat Ramp Closure <br />The City Clerk read Resolution 07-1813 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, PROVIDING FOR <br />AMENDMENTS TO THE PARK ADMINISTRATIVE RULES REGARDING USE OF <br />THE BOAT RAMPS; PROVIDING FOR SEVERABILITY, CONFLICTS, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: The City Manager stated that on August 13, 2007, the Commission enacted <br />a temporary closure of the City's two boat ramps based on public safety issues, water quality, <br />recreational nuisances, infringement on the private property owners and the natural habitat. <br />Resolution 07-1813 provides for the permanent closure of two boat ramps, Secret Lake Park and. <br />North Lake Triplet. Also at the August 13"' meeting, the Commission requested that staff provide <br />a concept that would encourage more passive as opposed to active use of the lakes and the <br />ramifications of closing the ramps as proposed in Resolution 07-1813. <br />
