City Commission Meeting August 27, 2007 Page 6 • The revision and addition of standards for areas of shallow flooding regarding flood proofing and general drainage design • The addition of a new section to provide specific standards and guidance for A Zones (appropriate areas where flooding is know to be a concern but that do not have established flood elevation data), including guidance for use of alternate sources of data and regulations for required information, manufactured homes, and alteration of watercourses Staff Recommendation: All changes to Chapter 46, Floods, have been reviewed by the City Attorney and FEMA personnel for compliance with Federal regulations. Staff recommends approval of Ordinance 07-1221 on first reading and schedule the second reading and public hearing for September 24, 2007. Audience Input: 1) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, opined as to Ordinance 07-1221 as it relates to 100/500 year floods. MOTION: Moved by Vice Mayor/Commissioner Susan Doerner to approve Ordinance 07-1221, Floods, on first reading as presented. Motion was seconded by Commissioner Colleen S. Hufford and carried unanimously on a 5 - 0 voice vote. 11. Resolutions A. Resolution 07-1813 - Lakes Recreational Use/Boat Ramp Closure The City Clerk read Resolution 07-1813 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, PROVIDING FOR AMENDMENTS TO THE PARK ADMINISTRATIVE RULES REGARDING USE OF THE BOAT RAMPS; PROVIDING FOR SEVERABILITY, CONFLICTS, AND AN EFFECTIVE DATE." Staff Presentation: The City Manager stated that on August 13, 2007, the Commission enacted a temporary closure of the City's two boat ramps based on public safety issues, water quality, recreational nuisances, infringement on the private property owners and the natural habitat. Resolution 07-1813 provides for the permanent closure of two boat ramps, Secret Lake Park and. North Lake Triplet. Also at the August 13"' meeting, the Commission requested that staff provide a concept that would encourage more passive as opposed to active use of the lakes and the ramifications of closing the ramps as proposed in Resolution 07-1813.
