Motion carried unanimously by <br />voice vote 5-0. <br />9. PUBLIC HEARINGS <br />A. Resolution 12-2407 — Street Lighting Assessment Annual Rate Resolution <br />The City Clerk read Resolution 12-2407 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASELBERRY, FLORIDA, <br />RELATING TO THE PROVISION OF STREET LIGHTING SERVICES, FACILITIES AND <br />PROGRAMS WITHIN THE INCORPORATED AREA OF THE CITY; ESTABLISHING THE <br />STREET LIGHTING ASSESSMENT ROLL; CONFIRMING THE PRELIMINARY RATE <br />RESOLUTION; PROVIDING FOR THE REIMPOSITION OF THE STREET LIGHTING <br />ASSESSMENTS; PROVIDING FOR COLLECTION OF THE ASSESSMENTS PURSUANT TO THE <br />UNIFORM ASSESSMENT COLLECTION ACT; PROVIDING FOR THE EFFECT OF THIS <br />RESOLUTION; PROVIDING FOR CONFLICTS; PROVIDING SEVERABILITY AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 12-2407 was published in the <br />Orlando Sentinel on August 6, 2012. <br />Staff Presentation: Marty Pawlikowski, Special Projects Coordinator, gave a brief overview of the item, <br />explaining that approval of the Annual Rate Resolution was being requested. He stated that this would be the <br />fourth year of the Street Lighting Assessment Program, and that the rates had remained the same for the <br />previous three years. He requested approval of the Resolution so assessment for the street lighting could be <br />accomplished. <br />Mr. Pawlikowski added that 65 street lights have been installed since the program's inception, and 2 more will <br />be installed in the near future, with others that are currently under consideration. <br />Discussion: Discussion ensued regarding concerns about funding deficiencies in the program; a proposed rate <br />study; timing for placing the assessments on the tax rolls; street lighting addition and replacement goals; and <br />consideration of a future workshop to discuss what would be necessary to sustain the prograrn. <br />Recommendation: The Interim City Manager and the Public Works Director recommended approval of <br />Resolution 12-2407. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Resolution 12-2407 to hear and consider <br />comments and questions regarding this issue. No one calve forward to address Resolution 12-2407. Mayor <br />Glancy closed the public hearing relative to Resolution 12-2407. <br />
