CASSELBGRRY CITY COMMISSION <br />Minutes of August 27, 2012 — Regular Meeting <br />Page 12 of 20 <br />23, 2012 Workshop. He then gave a brief overview of the steps which would be taken in a selection process, <br />including the following: <br />Recruitment - Nationwide recruitment for applicants possessing the desired qualifications and selection criteria; <br />Ordinance — Preparation of an Ordinance to provide updates and remove redundancies between the City <br />Charter and the City Code of Ordinances, and to reflect the recently approved Charter amendment relating to <br />City Manager residency; <br />Application Screening — Review of applications and selection by Human Resources staff of the top 8-10 <br />applicants meeting the required criteria, who would then be provided with a questionnaire prepared by the City <br />Commission; <br />Preliminary Background — Conduct of a preliminary background review by Human Resources staff; <br />Commission Rankine — Commission selection in a public meeting of the top 4-6 candidates for interview, <br />based on questionnaire responses; <br />Interview — Two day interview process, including City tour, meetings with various staff and one-on-one <br />interviews with Commissioners; <br />Selection — Selection at public meeting of the final candidate, and alternates, if desired, and initiation of <br />contract negotiations. <br />Mr. Brooks requested direction from the Commission on how they wished to proceed. <br />Audience Input: The following individual calve forward to discuss this item: <br />1. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about the recent Charter referendum <br />question, stating he felt the language was confusing to the voters. He added that he felt the <br />City Manager should reside in the City in order to have a vested interest. He also expressed <br />concerns about the City Manager selection process overall. <br />No one else came forward to address this item. <br />Discussion: Commissioner Solomon stated that she believed that Interim City Manager Randy Newlon would <br />be the best permanent Manager for the City. She added that he had been doing a great job and she has been <br />very impressed with his performance. <br />MOTION: Commissioner Solomon moved to appoint Randy Newlon as the City's <br />permanent City Manager. Motion was seconded by Commissioner <br />Aramendia. <br />Discussion: Discussion ensued, with each of the remaining Commissioners expressing pleasure with Mr. <br />Newlon's performance as Interim City Manager and a confidence that he was the best choice for the City's <br />permanent City Manager. The Commission as a whole felt Mr. Newlon's financial background would be <br />
