CASSELBERRY CITY COMMISSION <br />Minutes of August 27, 2012 — Regular Meeting <br />Page 13 of 20 <br />beneficial in keeping the City fiscally sound, and that he had proved himself to be a good leader and had <br />demonstrated good decision making over the past several months, even through some difficult situations. They <br />all agreed that he had the best interests of the City at heart, and had been and would continue to be instrumental <br />in fostering a new trust between the Commission, City staff, residents and other local governments. <br />Motion carried unanimously by voice vote 5-0. <br />City Attorney Katie Reischmann advised that she would be happy to work with Mr. Newlon on negotiating a <br />contract and that past practice had been to have one of the Commissioners appointed to also be involved in the <br />contract negotiations. The Commission agreed as a whole agreed to continue that practice. <br />MOTION: Commissioner Miller moved to appoint Vice Mayor Hufford as the <br />Commission's representative to participate in the City Manager <br />contract negotiations. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />Ms. Reischmann advised she would be out of town for a week, but would forward a draft of a contract and <br />some samples from other cities for Mr. Newlon's and Vice Mayor Hufford's review. She added that it could <br />be finalized upon her return. Commission consensus was that the contract should be presented for <br />consideration at the next Commission meeting. <br />13. DISCUSSION ITEMS <br />A. Future Agenda Items <br />Vice Mayor Hufford expressed concerns about the current staffing situation in the Code Enforcement division, <br />as a result of the resignation of one of the officers and the ongoing illnesses of the other two officers. She <br />inquired about the possibility of hiring an additional officer on a temporary basis, in addition to replacing the <br />officer who resigned. She felt that this would be a proactive approach and possibly help keep up while the two <br />other officers were experiencing health issues. <br />Discussion: A lengthy discussion ensued regarding the financial aspects and feasibility of hiring an addition <br />code enforcement officer on a temporary basis. <br />Mr. Newlon explained that upon Ms. Broman's resignation, the position had been posted, and he understood <br />there were over 100 applicants for the position, with approximately 10-12 possibly having previous code <br />enforcement experience. He explained that if it was decided to add another position on a temporary basis, that <br />position could possibly be filled from this pool of applicants. He also advised that a less skilled part-time <br />position was already being proposed in the upcoming budget to assist with areas not requiring as much <br />training, such as removal of snipe signs and things such as that, in order to free up the code enforcement <br />officers for more complicated code enforcement issues. <br />Discussion: Additional lengthy discussion ensued regarding the possibility of hiring an additional part-time or <br />full time temporary code enforcement officer; funding options and possible benefits for the position; training; <br />
