CASSGLBERRY CITY COMMISSION <br />Minutes of April 11, 2022 — Regular Meeting <br />Page 7 of 10 <br />Recommendation: The City Manager and the Community Development Director reconnnended approval <br />of Ordinance 22-1565 on first reading. <br />Audience Participation: No one came forward to address Ordinance 22-1565. <br />MOTION: Commissioner Busch moved to approve Ordinance 22-1565 on first reading, <br />as presented. Motion was seconded by Commissioner Meadows. Motion <br />carried unanimously by voice vote 4-0. <br />11. PUBLIC HEARING <br />No items were presented for consideration on this agenda. <br />12. OTHER ITEMS <br />A. Discussion Related to Proposed Amendments for Urbanism <br />Staff Presentation: Community Development Director Chris Bowley gave a presentation on proposed <br />amendments to the Comprehensive Plan (Comp Plan), the Unified Land Development Regulations <br />(T ii TIRc) the Co1ni 1:.1ty Reulevel^"1 .A;lt Plan, CCiniiierCiai Design �Citaiidard5, uiid the Oxford Park <br />J N "i <br />Overlay District that will allow for more urbanism and stated staff is seeking direction from the City <br />Commission on whether staff may review the City's current land use regulations and undertake the <br />proposed amendments. The requested direction for more urbanism is based on changes in the real estate <br />market that will improve economic development within the City of Casselberry and is in keeping with past <br />actions on regulations to achieve more urbanism. <br />Discussion: Discussion ensued which included: building height; the need for the City to keep up with the <br />changes related to development and the real estate markets; advantages to the City's location along the US <br />Highway 17-92 and State Road 436 corridors; the need for redevelopment as opposed to new development <br />due to the City being basically built out; potential for building up and not out; utility capacity for increased <br />density; preservation of green space and updates to the City's parks; City's goals for walkability; population <br />growth in Florida and demand for housing vs. supply; need for the City to remain competitive with <br />surrounding jurisdictions relating to development; possible reduction in regulations to encourage <br />development; and the need to clarify the City's Codes and regulations and to remove inconsistencies <br />between those Codes and regulations relating to land use and development. <br />CONSENSUS: The City Commission agreed by consensus to: <br />Allow Planning Division staff to align the City's zoning codes with the <br />City's Comprehensive Plan. <br />Allow staff to revisit overlay districts to remove inconsistencies or <br />outdated concepts. <br />Allow staff to propose more urbanism, based on real estate market <br />demand that accommodates redevelopment and reduces sprawl as <br />
