CASSELBERRY CITY COMMISSION
Minutes of March 28, 2022 — Regular Meeting
Page 12 of 14
- Adjust locations of playground and pavilions.
- Reduce impervious surface: pool deck and rear patio.
- Parking lot: consider reducing impervious area vs. reducing total size.
- Combine pool and splash pad.
- Explore ways to incorporate baseball into the multi-purpose held (per Parks and
Recreation Advisory Board recommendation); consider informal play vs.
regulation play.
B. Approval of the Fiscal Year 2022 Neighborhood Grant Applications
Staff Presentation: Planning Technician Hunter McFerrin presented the Fiscal Year 2022 Neighborhood
Improvement Grant applications for approval. The application window opened on October 11, 2021 and
closed January 27, 2022 and seven (7) applications had been received and approved by the staff review
committee, all of which were for the Homeowner Improvement Grant side of the program and totaled
$16,232.50 of the $25,000.00 allotted for the 2022 program. A brief discussion ensued which included
noting that there was increase in the funding being requested from last year, which was an improvement in
utilization of the program; and the possibility of using the remaining funds for other improvements such as
ornamental signposts or similar elements along the City's major corridors. The City Commission as a
whole agreed that should be done, if possible, and Mr. Newlon stated it could be brought back to the City
Commission as a budget amendment for separate consideration at a future meeting in order to shift the
funds to the appropriate fund for those types of improvements.
Discussion: A total of seven (7) applications were submitted, all of which were for the Homeowner
Improvement Grant. A review committee comprised of City staff evaluated and scored the seven (7)
applications based on the criteria categories of aesthetics, project design and quality, business cooperation,
maintenance, and project viability. Following their evaluation of the applications, the review committee
recommended all seven (7) of the applicants for funding. The total project cost is $16,232.50 for the
collective seven (7) applications and includes the following improvements: one (1) window replacement,
two (2) driveway renovations, and four (4) fence installations.
Budget Impact: Total cost of the approved applications is $16,232.50. Funds are available in the
Community Development Aids to Private Organizations Account #001-0210-515.82-00.
Recommendation: The City Manager and the Community Development Director recommended approval
of the grant application recommendations provided by the review committee.
Audience Participation: No one came forward to address the Commission regarding this item.
MOTION: Commissioner Busch moved to approve the seven (7) grant applications
recommended by the review committee, as presented. Motion was seconded
by Vice Mayor Aramendia. Motion carried unanimously by voice vote 4-0.
