CASSCLBERRY CITY COMMISSION <br />Minutes of March 28, 2022 — Regular Meeting <br />Page 11 of 14 <br />12. OTHER ITEMS <br />A. Wirz Park Improvements 30% Design Plan Presentation <br />Staff Presentation: Healthy Community Manager Dean Fathelbab (with input from Brook Sherrard, <br />principal architect with CPH, Inc.) presented a summary of the 30% design plans for the Wirz Park <br />Improvements project (PW 2019) completed by CPH, Inc., which included an overview of the plans, cost <br />estimates, comments from the public participation workshops, key staff recommendations, and Parks and <br />Recreation Advisory Board recommendation. <br />Discussion: Discussion ensued during the presentation which included: Parks and Recreation Advisory <br />Board recommendations; multi-purpose field vs. regulation baseball field; need for a landscape buffer to <br />the north of the property and sidewalk and trail connections; need for additional shade throughout the site; <br />potential adjustment to location of playgrounds and pavilions; safety issues; reduction of impervious <br />surfaces for pool deck, rear patio and parking lot by utilizing use of alternate materials and landscaping; <br />potential increase in parking area; impact to wetlands to the south of the property; stormwater requirements; <br />potential of combining the pool and splash pad; construction of a backstop as the baseball element for the <br />multi -use field; keeping the pool open year-round and potential cost to citizens for use of the pool and <br />splash pad; and the need to continue to value engineer the various park elements to reduce costs and increase <br />efficiencies. <br />Budget Impact: There is no impact to the City Budget at this time. <br />Recommendation: The City Manager and the Public Works Director are requesting guidance from the <br />City Commission regarding the 30% design plans to help develop the next iteration of plans. <br />Audience Participation: The following individuals came forward to address this item: <br />1. Mariusz Barczuk, 86 Mark David Court, spoke in favor of the proposed multi-purpose field <br />and the playground, but felt rubber mulch should not be used in the playground area. He also <br />expressed some concerns about the proposed parking and the pool element. <br />2. Mario Alvarado (did not give address), stated lie represented the Greater Orlando Soccer <br />Academy (GOSA) and spoke in favor of a multi-purpose field in Wirz Park as his players are <br />currently utilizing Sunnytown Park but need additional areas for play. <br />3. Robby Freedman, Henson Court, Oviedo, stated that his child plays with GOSA at Sunnytown <br />Park in Casselberry and spoke in favor of a multi-purpose field in Wirz park. <br />No one else came forward to address this item. <br />CONSNSUS: The City Commission agreed by consensus to approve the 30% Wirz Park <br />plans with the following recommendations, as presented: <br />- Add landscape buffer from residential properties to the north. <br />- Add sidewalk and trail connections. <br />- Add more shade. <br />- Remove car drop-off from the fi-ont of the building. <br />
