He said <br />the children would bring in their own lunches. In response to the Commission's question, Mr. Phillips said that the <br />school currently operates in Altamonte Springs. <br />In response to the Commission's question regarding security, Mr. Smith stated that the school has gates <br />around the facility. He said there is one entry point for students and parents. Mr. Smith explained that visitors would <br />need permission from a staff member to enter the facility. A general discussion ensued regarding the area of the <br />church that is being utilized for the school. <br />Ms. Hyson said based on the Assistant City Attorney's recommendation, condition number 7 should be <br />amended as follows: "A new conditional use application shall be required if the use should cease for more than 60 <br />days with the exception of scheduled breaks." Should any of the above conditions not be fully and faithfully executed <br />in a timely manner, Conditional Use approval for Case CU 21-22 shall become null and void. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Phillips asked for a motion to address CU 21-22. Mr. Bakalla made a motion that the Planning and <br />Zoning Commission approve case number CU 21-22 with the seven (7) conditions of approval and Attachments A — <br />D. Mr. Bowman seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: CU 22-01: Lake Concord Park — Art House Expansion at 131 and 141 Quail Pond <br />Circle. A conditional use request for park and recreation, community center, and civic and cultural activities <br />at 131 and 141 Quail Pond Circle. <br />Mr. Dean Fathelbab, Healthy Community Manager, reviewed the information provided in his memorandum <br />dated January 12, 2022 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said staff <br />recommends that case number CU 22-01 be approved with staffs conditions, based upon the staff report and the <br />testimony and evidence presented, that the request meets the applicable provisions of the Unified Land Development <br />Regulations and is consistent with the Comprehensive Plan as per the written findings contained within the staff <br />report. The conditions of approval are as follows: <br />1. A new conditional use shall be required for future expansion of Lake Concord Park when the zoning <br />requirements and ULDR deem it necessary. <br />2. All of the above conditions shall be fully and faithfully executed, or the conditional use shall become null <br />and void. <br />
