Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />January 12, 2022 <br />Page 5 <br />In response to the Commission's question, Mr. Fathelbab stated that the right of way is platted. He said <br />based on the recent Public Works Department's improvements, it is a developed complete street and is not land <br />locked. In response to the Commission's question, Mr. Fathelbab stated that the adjacent neighbors are aware of the <br />City's plans for the area. He said the City has not received any negative feedback from the neighbors. A general <br />discussion ensued regarding the City's future vision for the park expansion and the City's deficit for the level of <br />service needed for recreation and open space. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />After a brief discussion, Mr. Phillips asked for a motion to address CU 22-01. Ms. Divita made a motion that <br />the Planning and Zoning Commission approve case number CU 22-01 with staffs conditions, based upon the staff <br />report and the testimony and evidence presented, that the request meets the applicable provisions of the Unified <br />Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings contained <br />within the staff report, the two (2) conditions of approval and Attachments A — B. Mr. Bowman seconded the motion. <br />The motion passed unanimously by voice vote. <br />Seventh Item of Business: SPR 21-20: Lake Concord Park — Art House Expansion at 131 and 141 Quail Pond <br />Circle. A major site plan request to expand Lake Concord Park and construct a new ±3,271 sq. ft. art gallery <br />as well as associated hardscape, landscaping, stormwater, and site lighting at 131 and 141 Quail Pond <br />Circle. <br />Mr. Dean Fathelbab, Healthy Community Manager, reviewed the information provided in his memorandum <br />dated January 12, 2022 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab explained if the <br />condition of the existing wooden fence located on the northern and eastern property line is in good condition, the <br />fence would remain to provide additional buffering. <br />Mr. Fathelbab said staff recommends that case number SPR 21-20 be approved with staffs conditions, <br />based on the staff report and the testimony and evidence presented, that the request meets the applicable provisions <br />of the Unified Land Development Regulations and is consistent with the Comprehensive Plan as per the written <br />findings contained within the staff report. The conditions of approval are as follows: <br />1. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the <br />expiration of this approval. <br />
