Mr. Bakalla seconded the motion. The motion <br />passed unanimously by voice vote. <br />Fifth Item of Business: CU 21-22: Educational Institution at 4921 S. U.S. Highway 17-92. A conditional use <br />request to operate an educational institution at 4921 S. U.S. Highway 17-92. <br />Ms. Christina Hyson, Chief Planner, reviewed the information provided in staffs memorandum dated <br />January 12, 2022 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends <br />that case number CU 21-22 be approved with the seven (7) conditions of approval. The conditions of approval are <br />as follows: <br />1. The Conditional Use operation is limited to the existing Community United Methodist Church location at <br />4921 South U.S. Highway 17-92 and shall be completely contained with the Subject Property. <br />2. There shall be no on -street parking and, any stacking of vehicles, shall be completely contained with <br />the Subject Property. <br />3. The school shall receive any and all other approvals for alterations to the buildings, ADA compliance, <br />building permit(s), fire -safety change of use approval, certificate of occupancy, City Business Tax <br />Receipt (BTR), and licensure from the State of Florida to operate as an educational institution, prior to <br />the commencement of opening/business activity. <br />4. There shall be no outside display or storage of goods, materials, or services. <br />5. Signage requires a separate permit and must comply with the ULDR. Signage along S. U.S. Highway <br />17-92 shall be limited to the existing sign structure. <br />6. The use shall remain in complete compliance with all City, County, and State requirements. <br />7. A new Conditional Use application shall be required if the use should cease for more than 60 days. <br />Should any of the above conditions not be fully and faithfully executed in a timely manner, Conditional <br />Use approval for Case CU 21-22 shall become null and void. <br />In response to the Commission's question, Ms. Hyson explained that the pumpkin patch is a church activity <br />and it is permitted as a seasonal sale. A general discussion ensued regarding the traffic flow for dropping off <br />students and the number of students enrolled. <br />Mr. Phillips asked the applicant to come forward. Mr. Michael Phillips, 1819 Barker Drive, Winter Park, <br />Florida came forward. In response to the Commission's question, Mr. Phillips said the majority of the students would <br />be dropped off at the school. He said there are approximately nine students that have a driver's license and only a <br />few of those students drive to school. A general discussion ensued regarding the student drop-off procedure. Mr. <br />Phillips explained that the school is asking the parents to park their vehicles in the rear of the property and walk the <br />children to the school. <br />
