CASSELBERRY CITY COMMISSION
Minutes of January 24, 2022 — Regular Meeting
Page 8 of 10
members have applied for reappointment. Katy Farmer is eligible for reappointment to a third full term
and LeAnn Nash is eligible for a second full term. There is also currently one (1) regular member vacancy
due to Courtney Icenhower not seeking reappointment for a third term. The alternate member position has
been vacant for a year due to Ed Bakalla being appointed to the Planning & Zoning Commission in January
2021. All appointees' terms will be through January 31, 2024.
MOTION: Vice Mayor Aramendia moved to reappoint regular members Katy Farmer
to a third full term and LeAnn Nash to a second full term, terms effective
through January 31, 2024. Motion was seconded by Commissioner Busch.
Motion carried unanimously by voice vote 5-0.
Ms. Gardner advised that there was now one (1) regular member vacancy and one (1) alternate member
vacancy, and she assumed from earlier remarks that the City Commission would wish to defer appointment
of the alternate position, as they had with the Planning & Zoning Commission.
CONSENSUS: The City Commission agreed by consensus to defer appointment of an
alternate to the Parks and Recreation Advisory Board until such time as there
is a quorum issue, and it is felt necessary to appoint an alternate.
Ms. Gardner advised the remaining vacancy was for a regular member position and there were five (5)
applications being presented for City Commission consideration. Those applicants were: Larry Contrucci
and Harley Parkhurst, who had both indicated their primary preference as the Planning & Zoning
Commission but had also applied for the Parks and Recreation Advisory Board; and Laura Hatton, Robin
Larkin, and Buffy Werle, who each had only applied for appointment to the Parks and Recreation Advisory
Board. This appointment would be for a first full term effective through January 31, 2024.
MOTION: Vice Mayor Aramendia moved to appoint Buffy Werle as a regular member
to the Parks and Recreation Advisory Board for a first full term, term
effective through January 31, 2024. Motion was seconded by Commissioner
Meadows. Motion carried unanimously by voice vote 5-0.
Police Officers' & Firefighters' Pension Board of Trustees
Ms. Gardner advised that the last item would be an administerial action for the Police Officers' &
Firefighters' Board of Trustees. The Police Officers' & Firefighters' Pension Board of Trustees consists of
five (5) members who serve two-year terms. Two (2) of the members are City residents appointed by the
City Commission, one (1) member is a Police Officer Member of the plan, and one (1) member is a
Firefighter Member of the plan, who are elected by the majority of the Police Officers or Firefighters
respectively. The fifth member is chosen by a majority of the four (4) other members and that selection is
ratified by the City Commission. On November 9, 2021, the Pension Board unanimously voted to reappoint
James Goodman as its fifth member, term effective through December 31, 2023. A motion to ratify James
Goodman's reappointment as the fifth member of the Pension Board is requested.
MOTION: Vice Mayor Aramendia moved to ratify the reappointment of James
Goodman as the fifth member of the Police Officers' & Firefighters' Pension
Board of Trustees, term effective through December 31, 2023. Motion was
