All appointees' terms will be through January 31, 2024. <br />MOTION: Vice Mayor Aramendia moved to reappoint regular member Alva (Ed) <br />Bowman to a second full term and regular member Dan Hale to a third full <br />term to the Planning & Zoning Commission, terms effective through January <br />31, 2024 Motion was seconded by Commissioner Busch. Motion carried <br />unanimously by voice vote 5-0. <br />MOTION: Vice Mayor Aramendia moved to appoint alternate Jim Burnett as a regular <br />member for a first full term to the Planning & Zoning Commission, term <br />effective through January 31, 2024. Motion was seconded by Commissioner <br />Busch. Motion carried unanimously by voice vote 5-0. <br />Ms. Gardner advised that with the appointment of Mr. Burnett as a regular member, a vacancy for the <br />alternate position had been created, and there were three applicants remaining who had each selected <br />Planning & Zoning Commission as their primary choice, noting that both Mr. Contrucci and Mr. Parkhurst <br />had also applied for the Parks and Recreation Board while Mr. Yeargain had only applied for Planning & <br />Zoning Commission. This appointment for the alternate position would be for a first full term effective <br />through January 31, 2024. <br />Discussion: Discussion ensued amongst the Commissioners and Ms. Gardner as to whether an alternate <br />was needed for the Planning & Zoning Commission. Ms. Gardner advised that the attendance log from the <br />beginning of the pandemic indicated that during all of 2021 there was a vacancy in the alternate position <br />for both the Planning & Zoning Commission and Parks and Recreation Advisory Board and there were no <br />quorum issues during that period. In response to questions from the City Commission regarding whether <br />it would be necessary to bring the matter up as a future agenda item for further discussion on removing the <br />requirement for an alternate, Ms. Gardner stated that an ordinance would need to be brought forward for <br />consideration by the City Commission to amend the section of City Code for both the Parks and Recreation <br />Advisory Board and the Planning & Zoning Commission if it was the Commission's desire to eliminate <br />those alternate positions. In response to a question from Commissioner Meadows, Ms. Gardner clarified <br />that the City Commission was not required to fill vacancies unless there was a quorum issue. Each of the <br />Commissioners agreed that it was preferred to not go through the process of drafting an ordinance and they <br />were okay with not selecting an alternate until such time as there appeared to be an issue with having a <br />quorum for meetings. Ms. Gardner advised that applications are kept on file for a year, and as vacancies <br />occur, they are resubmitted to the City Commission for consideration at that time. <br />CONSENSUS: The City Commission agreed by consensus to defer appointment of an <br />alternate to the Planning & Zoning Commission until such time as there is a <br />quorum issue, and it is felt necessary to appoint an alternate. <br />Parks & Recreation Advisory Board <br />The Parks & Recreation Advisory Board consists of five (5) members and one (1) alternate who serve two- <br />year terms.
