CASSGLBCRRY CITY COMMISSION <br />Minutes of January 24, 2022 — Regular Meeting <br />Page 5 of 10 <br />proposed amendment will reinforce the City's commitment to respect judicially acknowledged and <br />constitutionally protected private property rights, as well as place the City in compliance with the mandate <br />set forth in the Florida Statutes. The Planning and Zoning Commission, serving as the City's Local <br />Planning Agency (LPA), voted unanimously 5-0 to recommend approval of this item to the City <br />Commission at its meeting on October 13, 2021. Upon approval of this item by the City Commission on <br />first reading, the proposed amendment to the City's Comprehensive Plan will be transmitted to the <br />Department of Economic Opportunity (DEO) for review. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 22-1563 on first reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 22-1563. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 22-1563. Mayor Henson closed the public hearing relative to <br />Ordinance 22-1563. <br />MOTION: Commissioner Busch moved to approve Ordinance 22-1563 on first reading, <br />as presented. Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Award of Bid and Construction Agreement with U.S. Water Services Corporation <br />for the Sausalito Force Main Replacement Project and Related Budget Amendment <br />#27-(l9 1 <br />Staff Presentation: Assistant Public Works Director/Utility Manager Tara Lamoureux stated that <br />consideration of approval of Award of Bid and Construction Agreement with U.S. Water Services <br />Corporation in the amount of $1,456,568 for the Sausalito Force Main Replacement Project and Related <br />Budget Amendment #22-021 is requested. One of the projects identified in the Wastewater and Reclaimed <br />Water Master Plan was for replacement of the Sausalito Force Main due to its age and the increasing <br />frequency of breaks resulting in SSO's (sanitary sewer overflows). An Invitation to Bid, ITB -2022- <br />0826, was issued on October 18, 2021 requesting bids from qualified firms for the Sausalito Force <br />Main Replacement Project. The work consists of furnishing all labor, equipment, and materials <br />necessary to replace approximately 5,850 feet of existing force main. Bids for the project were due on <br />November 18, 2021. Six firms responded with bids ranging from $1,456,568 to $2,343,906. U.S. Water <br />Services Corporation provided the lowest, most responsive, and responsible bid in the amount of <br />$1,456,568. Total project construction cost, inclusive of the base bid and 10% contingency, is <br />$1,602,224.80. It should be noted that the usage of the contingency will require prior authorization. <br />Funds in the amount of $1,327,235 were budgeted in FY21 and were rolled over into FY 22 for this <br />project. BA #22-021 is necessary to provide an additional $274,989.80 to cover the remainder of <br />construction costs and contingency. For tracking purposes, this item is associated with PW 2007 <br />Sausalito Force Main Replacement. <br />
