CASSGLBGRRY CITY COMMISSION <br />Minutes of February 14, 2022 — Regular Meeting <br />Page R of 11 <br />proposed Deer Run MSBU (Municipal Services Benefit Unit) was a project that had been worked on for <br />several years by residents in the area of the now defunct Deer Run Golf Course and Country Club. <br />Residents had petitioned the Seminole County Board of County Commissioners for creation of the MSBU <br />and the property had now been purchased by the County and the County was pursuing creation of the MSBU <br />and development of the site into a passive recreation park which would benefit the surrounding areas. Two <br />of the neighborhoods in the proposed MSBU are within the City limits of Casselberry and the County is <br />now asking the City of Casselberry to authorize inclusion of those properties into the MSBU and help the <br />County develop a project that will create more open space and really make a difference to the surrounding <br />neighborhoods and all residents of the County. Chairman Dallari then thanked the City Commission and <br />City staff for their efforts in partnering with the County to make this project become a reality and requested <br />that the City Commission vote in favor of the proposed ordinance. In response to questions from the City <br />Commission regarding long term plans for development of the park space, Chairman Dallari advised that <br />the first phase of the project would be to turn the site into a passive recreational park and there was already <br />a timetable in place to accomplish this. The MSBU would help to fund those improvements. The other <br />phases are part of the Master Plan which will include improvements to Eagle Circle, and drainage outside <br />the Deer Run area. A community meeting will take place later in the month to start kickoff of the project <br />and a professional team will be hired to help manage the project and keep it on task. It is anticipated that <br />dirt will be turning within the next year, but the initial phase will take approximately two to three years. <br />The County is working with the St. Johns River Water Management District about the wells, and also is <br />working with Sterling Park Elementary School to try and accomplish making the area more walkable for <br />children going to and from the school. A new playground is also tentatively planned for across the street <br />from the school He concluded by stating that a lot of different things will be happening in the area and it <br />will be very noticeable. He feels the community will love it as they have taken ownership in the project, <br />and nothing will be done that the community does not want to have done. He wished everyone and their <br />families a Happy Valentine's Day and urged anyone who had questions to contact his office and they would <br />be more than happy to respond. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended adoption of Ordinance 22-1564 on second and final <br />reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 22-1564. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 22-1564. Mayor Henson closed the public hearing relative to <br />Ordinance 22-1564. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 22-1564 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A.
