Second Reading of Ordinance 22-1564 — Amending Chapter 78, Taxation of the <br />City Code of Ordinances to Provide for the Deer Run MSBU <br />The City Cleric read Ordinance 22-1564 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, CREATING SECTIONS 78- <br />3 AND 78-4, ARTICLE I, GENERAL, OF CHAPTER 78, TAXATION, AUTHORIZING THE <br />INCLUSION OF CERTAIN PROPERTY LOCATED WITHIN THE CITY OF CASSELBERRY <br />IN THE DEER RUN MUNICIPAL SERVICE BENEFIT UNIT CREATED AND ESTABLISHED <br />BY SEMINOLE COUNTY, FLORIDA, FOR THE PURPOSE OF PROVIDING STABILIZATION <br />NEEDS, INCLUDING, BUT NOT LIMITED TO, RENOVATION AND REFURBISHMENT OF <br />RECREATIONAL FACILITIES FOR USE AS A COMMUNITY CENTER, DRAINAGE AND <br />OTHER ESSENTIAL FACILITIES WITHIN THE UNIT; PROVIDING IDENTIFICATION OF <br />PROPERTY WITHIN THE CITY OF CASSELBERRY AUTHORIZED FOR INCLUSION IN <br />SAID UNIT; PROVIDING FOR PERIOD OF EFFECTIVENESS; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 22-1564 <br />was advertised in the Orlando Sentinel on Thursday, February 3, 2022. <br />Introduction: Ordinance 22-1564 creates Sections 78-3 and 78-4 of Chapter 78 Taxation to authorize the <br />inclusion of certain properties located within the City of Casselberry in the Deer Run Municipal Services <br />Benefit Unit. <br />City Manager Randy Newlon advised staff was available for any questions and then introduced Bob Dallari, <br />Chairman of the Seminole County Board of County Commissioners who stated that the creation of the <br />
