Award of Bid and Construction Agreement with Stage Door II Inc for <br />Construction of Lake Kathryn Circle Complete Street Improvements Project and <br />Related Budget Amendment #22-018 <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that consideration of <br />approval to award a bid and execute a Construction Agreement with Stage Door II, Inc. in the total amount <br />of $3,631,917.00 for construction of the Lake Kathryn Circle Complete Street Improvements project and <br />approval of related Budget Amendment #22-018 is requested. The project will narrow Lake Kathryn Circle <br />down to the City's standard of twenty (20) feet, which will provide enough space for some landscaping and <br />a wide sidewalk along the eastern side and complete the sidewalk up to the Wisteria Drive/Laura Street <br />intersection. It will also include sanitary sewer expansion and water main improvements. Dr. Brock added <br />that he believes this is the first project the City has done where the City is actually doing the septic <br />conversion as part of the project rather than having the homeowner do that after the fact and $807,000 in <br />state funding has been received to assist the City with doing that, and the City will also receive credit from <br />the Department of Environmental Protection for the nutrient removal associated with that as part of the <br />Lake Jessup Basin Management Action Plan. The total cost of the project is approximately $3.6 million. <br />Of that, the base bid was $3.47 million and there are approximately $157,000 in bid alternates. Staff <br />anticipates some of the bid alternates will be needed, such as installation of conduit for lighting, and others <br />will require more if needed, so staff felt the bid alternates should be secured as part of the budget and the <br />award. The budget also includes a five (5) percent contingency. The project is funded by the state grant, <br />the water and sewer utility, and the third general penny sales tax. Multimodal impact fees will be used to <br />assist with expansion of the sidewalk, which is a legitimate use of that funding source, and the tree <br />replacement fund will fund the trees. Start of construction is anticipated within the next few weeks upon <br />award of the bid and the project will take approximately thirteen (13) months to complete, so if all goes <br />well, completion date should be approximately March of 2023. In response to a question from the City <br />Commission, Dr. Brock advised that the conduit for future electrical was put into the contractor's bid <br />because it is difficult to line up with Duke Energy to install the conduit while the project is being built, so <br />the idea is to put the conduit in now under the City's contractor, pay for it, and then Duke Energy can come <br />in later and pull the wire and put in the acorn lighting that is typically installed in that corridor, which will <br />be a much easier process. <br />Budget Impact: Budget Amendment #22-018 serves to establish a budget for the State grant revenue and <br />the application of same. Tree Replacement Fund and partial local sales tax is already budgeted, and this <br />will add additional appropriation from sales tax, Multimodal Impact Fee, and the water/sewer utility to fully <br />fund the project.
