CASSGLBCRRY CITY COMMISSION <br />Minutes of January 10, 2022 — Regular Meeting <br />Page 7 of 13 <br />Staff Presentation: City Manager Randy Newlon gave a brief introduction of this item, advising that the <br />City Commission had approved an Interlocal Agreement at its meeting on December 13°i which led to <br />consideration of this ordinance tonight. The ordinance speaks to a Municipal Services Benefit Unit <br />(MSBU) that Seminole County wishes to establish to support park development at the former Deer Run <br />Country Club. Mr. Newlon then introduced Executive Assistant to the City Manager Lorie Mertens -Black <br />who gave a brief presentation and advised that Chairman Bob Dallari of the Seminole County Board of <br />County Commissioners was also present to address any questions and to express the County's support for <br />the ordinance. Ms. Mertens -Black then gave a brief presentation, stating that Ordinance 22-1564 creates <br />Sections 78-3 and 78-4 of Chapter 78, Taxation, to authorize the inclusion of certain properties located <br />within the City of Casselberry in the Deer Run MSBU), specifically the communities of Hunter's Chase <br />and Field Club. In response to a question from Mayor Henson, Chairman Dallari indicated that the County <br />had reviewed the proposed ordinance and was satisfied with it. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Ordinance 22-1564 on first reading <br />Audience Participation: The following individual came forward to address Ordinance 22-1564: <br />Bob Dallari, Chairman of the Seminole County Board of County Commissioners, 1101 East <br />First Street, Sanford, advised that Seminole County had taken full ownership of the former <br />Deer Run Country Club property prior to the end of calendar year 2021, and that the citizens <br />in the area had been working for over 3 '/2 years to bring this about. The County plans to form <br />an MSBU (Municipal Services Benefit Unit) to fund the creation of a passive recreational park <br />in existing neighborhoods on the roughly 123 acres that was formerly the Deer Run Country <br />Club and Golf Course. <br />MOTION: Vice Mayor Aramendia moved to approve Ordinance 22-1564 on first <br />reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />At Mayor Henson's request, City Clerk Donna Gardner advised that second reading of Ordinance 22-1564 <br />will be considered at the first meeting in February. <br />11.
