CASSELBERRY CITY COMMISSION <br />Minutes of November 15, 2021 — Regular Meeting <br />Page 14 of 26 <br />PAYMENT OF SUCH BOND FROM A COVENANT TO BUDGET AND APPROPRIATE NON - <br />AD VALOREM REVENUES OF THE CITY; AND PROVIDING AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated that Ordinance 21-1562 provides for the City to <br />authorize the issuance of the City of Casselberry, Florida, Capital Improvement Revenue Bond, Series <br />2021, in order to finance the construction and equipping of a new Casselberry Police Station in the principal <br />amount not -to -exceed $10,000,000. The facility, which will be located at 115 Wilshire Boulevard, will <br />replace the existing Police Station and Ordinance 21-1562 would authorize the City Commission to <br />consider the issuance of the bond. The project is nearly 100% designed; there is a site already cleared and <br />owned by the City on Wilshire Boulevard on which to build it; and the City is nearly at the point to award <br />the contract for construction. However, the City first needs to provide the resources to fund the <br />construction. With adoption of this ordinance on second reading, staff would be in a position to secure and <br />bring to the City Commission a bond for consideration to issue to take on that debt. This ordinance does <br />not enter the City into any obligation to issue debt and has no financial impact at this stage. It is simply the <br />next step necessary to fund construction of the new police station complex. <br />Budget Impact: Before debt is authorized, the City Commission will be asked for its approval by <br />resolution. If approved, debt is expected to be issued at the City Commission meeting scheduled for <br />December 13, 2021. Budget impact will be addressed at that time. <br />Recommendation: The City Manager and the Finance Director recommended approval of Ordinance 21- <br />1562 on first reading. <br />Audience Participation: No one came forward to address Ordinance 21-1562. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 21-1562 on first <br />reading, as presented. Motion was seconded by Commissioner Meadows. <br />Motion carried unanimously by voice vote 4-0. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 21-1560 — Amending Chgpter 1 General <br />Administration, Section 1-4.3(D), Schedule of Building Permit Fees by pdating <br />Building Fees and Providing Addressing Fees <br />The City Clerk read Ordinance 21-1560 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO BUILDING <br />PERMIT FEES, AMENDING THE CODE OF ORDINANCES, PART III, UNIFIED LAND <br />DEVELOPMENT REGULATIONS, CHAPTER I, GENERAL ADMINISTRATION, ARTICLE IV, <br />BUILDING CODE, SECTION 1-4.3, BUILDING PERMITS, SECTION 1-4.3(D), SCHEDULE OF <br />BUILDING PERMIT FEES, UPDATING BUILDING SAFETY FEES AND INCLUDING <br />ADDRESSING FEES TO IMPLEMENT THE FLORIDA BUILDING CODE, PER S. 553.80, OF <br />THE FLORIDA STATUTES; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />
