CASSELBERRY CITY COMMISSION <br />Minutes of November 15, 2021 — Regular Meeting <br />Page 13 of 26 <br />improvements to State Road 436 from U.S. Highway 17-92 down to the Seminole County/Orange County <br />line. City and County staff have been working on this for some time and both parties are now agreeable at <br />the staff level. The agreement is related to projects identified in the Third Generation Sales Tax list for the <br />same segment of the corridor and there are also two projects on Metroplan's prioritized list for covering the <br />same area. There have been previous planning efforts along this corridor by both FDOT (Florida <br />Department of Transportation) and Lynx; however, there is no near-term funding for design or construction <br />at the federal level, so the City and County have worked together to develop a strategy to utilize sales tax <br />funding, as this was identified as a sales tax project. There is $4.77 million available for this segment of <br />the corridor in the Third General Sales Tax, which was originally intended to be administered with Seminole <br />County; however, the County has agreed that it is more appropriate for the City to administer this project <br />because it's largely within or adjacent to City limits. The latest estimates for this major project from <br />Metroplan are over $40 million for the entire corridor, but full funding is not available at this time, so the <br />idea is to use local funding to try and get at least part of it to a shovel ready status. The project has been <br />broken down into four different components, with the first and highest priority component being the <br />segment from U.S. Highway 17-92 to Wilshire Boulevard, with a focus on the active transportation portions <br />of that, such as bicycle/pedestrian and safety improvements, and aesthetics. If the City Commission <br />approves this item tonight, and the Board of County Commissioners also approves it, the next step would <br />be to update FDOT's development concept for the segment from U.S. Highway 17-92 to Wilshire <br />Boulevard. It is not anticipated that the full $4.77 million will be spent on that segment, but the idea is to <br />be able to leverage the funding in hopes that federal funding for construction can be obtained sooner. <br />Budget Impact: There is no impact to the City Budget at this time. Once the Interlocal Agreement is <br />approved by Seminole County, future Budget Amendments will be brought forward to City Commission <br />as needed to reflect revenue and expenditure. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3277. <br />Audience Participation: No one came forward to address Resolution 21-3277. <br />MOTION: Commissioner Aramendia Vice Mayor Busch moved to approve Resolution 21- <br />3277, as presented. Motion was seconded by Commissioner Meadows. Motion <br />carried unanimously by voice vote 4-0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 21-1562 — Issuance of Capital Improvement Revenue Bond Series 2021 <br />The City Clerk read Ordinance 21-1562 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />ISSUANCE OF ITS NOT TO EXCEED $10,000,000 CAPITAL IMPROVEMENT REVENUE <br />BOND, SERIES 2021 IN ORDER TO FINANCE THE DESIGN, ACQUISITION, <br />CONSTRUCTION AND EQUIPPING OF A NEW POLICE STATION COMPLEX; PROVIDING <br />AUTHORIZATION FOR THIS ORDINANCE; PROVIDING FINDINGS; PROVIDING FOR THE <br />
