CASSELBERRY CITY COMMISSION <br />Minutes of October 11, 2021 — Regular Meeting <br />Page 7 of 17 <br />9. RESOLUTIONS <br />No items were presented for consideration on this agenda. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 21-1561 — Amending Chapter 34 False Alarms <br />The City Cleric read Ordinance 21-1561 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 34, <br />ARTICLE II, DIVISION 2, SECTION 34-38 FALSE ALARMS OF THE CODE OF ORDINANCES <br />OF THE CITY OF CASSELBERRY, FLORIDA TO CHANGE THE TIMING OF WHEN FALSE <br />ALARM SERVICE FEES ARE CHARGED; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated that Ordinance 21-1561 amends and restates <br />Chapter 34 Article II, Division 2, Section 34-38, False Alarms for the purpose of clarification of wording. <br />He stated that City Code already has regulations in place relating to false alarms which includes a grace <br />period providing that if one location has three false alarms within a six-month period there is no charge, but <br />if there are more than three within that same period, there is a fee of $100 for each event. However, the <br />Code does not currently address when the grace period would reset, and this ordinance does that by <br />including language that states that after a location has been charged the $100 fee for more than three false <br />alarms in a six-month period, if there are no further false alarms for the next six months, the grace period <br />would reset and the location would again be entitled to three false alarms within six months with no charge. <br />Budget Impact: There is no budget impact. <br />Recommendation: The City Manager and the Finance Director recommended approval of Ordinance 21- <br />1561 on first reading. <br />Audience Participation: No one came forward to address Ordinance 21-1561. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 21-1561 on first <br />reading, as presented. Motion was seconded by Vice Mayor Busch. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 21-1556 — Amending City of Casselberry Fire and <br />Rescue Impact Fees <br />The City Cleric read Ordinance 21-1556 by title, as follows: <br />
