Colleen Hufford, 527 Queens Mirror Circle, spoke in favor of developing the site as a passive <br />park and event venue only, and expressed concerns that altering or removing any part of the <br />main house would affect the historic nature of the site and possibly hinder the ability to obtain <br />grant funding. <br />9. Bill Hufford, 527 Queens Mirror Circle, expressed support for developing the site as a historic <br />event center, but was opposed to developing it as a multi-purpose park due to the many park <br />renovations already planned and funded through the voter approved bond referendum. <br />10. Kelly Kester, 376 South Lost Lake Lane, spoke in favor of developing the site as a smaller, <br />possibly 100 -person passive historic venue with potential for a connecting boardwalk to the <br />golf course clubhouse area. <br />11. Don Epps, President of the Seminole County Historical Society, 300 Eslinger Blvd, Sanford, <br />encouraged the City to work jointly with the Seminole County Historical Society and Society <br />for Historic Casselberry on seeking grants for the historic preservation of the site. <br />1.2. Gigi Figueroa, 455 South Triplet Lake Drive, spoke in support of developing the site as a <br />smaller venue to preserve the quiet tranquility of the area, and expressed concerns about traffic <br />issues that could result from a larger event venue. <br />No one else came forward. <br />Discussion: A lengthy discussion ensued during which each of the Commissioners provided their <br />perception of the two conceptual plans and whether they preferred one over the other and shared their <br />preferences as to specific components of the plans. The discussion also included suggestions for changes; <br />community input and concerns; size and cost concerns; whether the site should be an event center only with <br />passive components such as gardens, educational opportunities and trails or should include active elements <br />such as playground and a kayak launch area; parking location and number of spaces; potential for historical <br />site related grants to assist with funding of the restoration of the site, and the need to keep the home as intact <br />as possible to retain its historical integrity in order to qualify for those types of grants; concerns about <br />disruption to the neighboring properties and keeping the site and parking as non-invasive to the residents <br />in the area as possible; inclusion of Belgian azaleas and fern in the botanical gardens to add to the historic <br />value of the site; feasibility of a phased approach, with some amenities being constructed initially and others <br />added later; orientation of the entryway and whether parking should be allowed in that area; and utilizing <br />landscaping as a means of helping to provide screening from the site and activities for neighboring <br />properties. <br />At the conclusion of the discussion, the City Commission reached a consensus on the following items, to <br />be used as guidelines by GAI Consultants in preparation of a revised conceptual plan: <br />- Include auxiliary buildings that include a caterer's kitchen, restrooms, and an enclosed event <br />facility, with all being oriented to the north. <br />- Parking should all be oriented to the north. <br />- There should be no on -street parking. <br />- Off-site supplemental parking can be included to be used to support larger events, if needed. <br />- Include a small playground to support the event center. <br />- Include a kayak launch area. <br />- Include botanical gardens with an emphasis on educational opportunities. <br />- Expand parking areas B and C on the north, with the possibility of utilizing a portion of parking <br />
