At this time, the project is not funded beyond <br />conceptual planning. <br />Recommendation: The City Manager and the Public Works Director recommended that the City <br />Commission provide direction for the development of final conceptual plans for the development of the <br />Bri2htwater Estate. <br />Audience Participation: The following individuals came forward to address the City Commission <br />regarding the preliminary conceptual plans for the Brightwater Estate: <br />1. Rhonda Ovist, 220 South Embrey Drive, expressed concerns regarding use of the site, stating <br />she felt it should be multi-purpose and available to all residents, including resident discounts <br />for use of the event venue. <br />2. Sandra Solomon, 2932 Bayhead Run, Oviedo, spoke in support of the site being used as purely <br />an event center. <br />3. Larry Smith, 912 Niblick Drive, stated his preferences would be inclusion of a playground so <br />the site would get more use during the week, a smaller venue size, and no on -street parking due <br />to traffic issues. <br />4. Dr. Debra Bauer, 423 Eagle Circle (unincorporated Seminole County), stated she was President <br />of both the Society for Historic Casselberry and the Central Florida Anthropological Society <br />and expressed that the focus should be on historic preservation of the site, arts, and gardens, <br />and it should not include active recreation components. <br />5. Lillian Casselberry Carroll, 171 Quail Pond Circle, thanked all who had assisted with cleaning <br />up the property, and expressed concerns about the driveway and parking areas and suggested <br />options for both on-site parking and on -street parking, if needed. <br />6. Kinsey Lallathin, 2331 Gratia Place, expressed support for the conceptual plan as presented, <br />but preferred no on -street parking. <br />7. Brenda Hendricks, 705 South Lost Lake Lane, expressed concerns about the site being <br />compared to venues located on much larger parcels, and voiced support for a smaller, passive <br />park with botanical gardens and opposition to it having active recreation components or on- <br />
