Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 18, 2020 <br />Page 6 <br />property for the last four years. He said that his business, Regal Cabinets, has been located in Winter Park for 25 years and <br />he is relocating due to the impact the pandemic has had on his business. <br />He said he counted about 26 - 28 parking spaces on the site and there is an area at the front of the building that <br />could be used for additional parking. He said that his parcel is located in the Community Redevelopment District and it has <br />had a negative impact on the use of his property. <br />In response to the Commission's question, Mr. Sadri said at this time he has no plans to add a showroom to his <br />business. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A brief discussion ensued regarding condition number 2 regarding the parking requirement review for future tenants. <br />Mr. Phillips asked for a motion to address CU 20-11. Mr. Hale made a motion that the Planning and Zoning Commission <br />approve CU 20-11 for trades and skilled services at 181 Anchor Road. The recommendation is based on findings of fact and <br />conclusion of law, the staff report dated November 18, 2020 including the eight (8) conditions of approval and Attachments A <br />and B. Mr. Bowman seconded the motion. The motion passed unanimously by voice vote. <br />Ninth Item of Business: SP 19-03: Keystone Corner — Final Plat. A request to replat and combine three (3) properties <br />along Seminola Boulevard and Murphy Road into one (1) parcel to accommodate the approved site plan for a <br />commercial and retail plaza. <br />Mr. Dean Fathelbab, Economic Development Planner, reviewed the information provided in his memorandum dated <br />November 18, 2020 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said staff recommends that <br />the Planning and Zoning Commission recommend approval with staffs condition for case number SP 19-03, Keystone Corner, <br />Final Plat, to the City Commission and find that based on the staff report and the testimony and evidence presented, the <br />request meets the applicable provisions of the Land Development Code and is consistent with the Comprehensive Plan as per <br />the written findings contained in the staff report. He said the condition of approval is as follows: <br />1. The City Surveyor, City Attorney, City Engineer, Community Development Director, City Clerk, and City Mayor <br />shall execute the signature blocks prior to recording of the plat. <br />Mr. Fathelbab stated that the applicant was not available. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />
