Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 18, 2020 <br />Page 5 <br />Mr. Phillips asked for a motion to address CU 20-10. Mr. Bowman made a motion that the Planning and Zoning <br />Commission approve CU 20-10 based upon the staff report and the testimony and evidence presented, that the request meets <br />the applicable provisions of the Unified Land Development Regulations and is consistent with the Comprehensive Plan as per <br />the written findings contained within the staff report including the eight (8) conditions of approval and Attachments A and B. <br />Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: CU 20-11: Trades and Skilled Services at 181 Anchor Road. A conditional use request for a <br />trades and skilled services without outside storage use in the CS (Commercial Service) zoning district within the <br />Community Redevelopment District. <br />Mr. Tatum Jordan -Madden, Planning Technician, reviewed the information provided in his memorandum dated <br />November 18, 2020 to the City of Casselberry Planning and Zoning Commission. Mr. Jordan -Madden said staff recommends <br />case number CU 20-11 be approved with staffs conditions, based upon the staff report and the testimony and evidence <br />presented, that the request meets the applicable provisions of the Unified Land Development Regulations and is consistent <br />with the Comprehensive Plan as per the written findings contained within the staff report. He said the conditions of approval <br />are as follows: <br />1. The conditional use shall be limited to the location of 181 Anchor Road. <br />2. parking requirements as they relate to the proposed and existing uses on the property. Approval of new tenants <br />may require the property owner to make parking improvements to the site through the site plan review process. <br />3. The applicant shall submit a building permit within 90 days of conditional use approval for the installation of one <br />(1) ADA parking space on the site. <br />4. The business shall remain in complete compliance with all City, County, and State requirements. <br />5. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />6. All applicable licenses and permits shall be obtained prior to the commencement of any business activities at the <br />site. <br />7. A new conditional use application shall be required if the use should cease for more than 90 days. <br />8. All the above conditions shall be fully and faithfully executed or the conditional use shall become null and void. <br />In response to the Commission's question, Mr. Jordan -Madden reviewed the layout of the site for parking <br />improvements if needed for future tenants on the site. A general discussion ensued regarding condition number 2 requiring <br />review of parking requirements for future tenants on the site, parking requirements for the site, and the hazardous waste <br />generated on the site. <br />Mr. Phillips asked the applicant to come forward. Mr. Faramarz Sadri, 181 Anchor Road, Casselberry, Florida came <br />forward. Mr. Sadri said the property has been vacant for about ten years and he has been working on cleaning up the <br />
