Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 18, 2020 <br />Page 7 <br />Mr. Phillips asked for a motion to address SP 19-03, Ms. Campbell made a motion that the Planning and Zoning <br />Commission recommend approval with staffs condition for case number SP 19-03, Keystone Corner, Final Plat, to the City <br />Commission and find that based on the staff report and the testimony and evidence presented, the request meets the <br />applicable provisions of the Land Development Code and is consistent with the Comprehensive Plan as per the written <br />findings contained in the staff report including the condition of approval and Attachments A and B. Mr. Bakalla seconded the <br />motion. The motion passed unanimously by voice vote. <br />Tenth Item of Business: SPR 19.14: Belle Avenue Industrial Park. A development of community impact site plan <br />request to construct three (3) industrial warehouse buildings at 1050 Belle Avenue. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated November 18, 2020 to <br />the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that the Planning and Zoning <br />Commission recommend approval of case number SPR 19-14 to the City Commission, based on the staff report and the <br />testimony and evidence presented, that the request meets the applicable provisions of the Unified Land Development <br />Regulations and is consistent with the Comprehensive Plan as per the written findings in the staff report. He said the <br />conditions of approval are as follows: <br />1. The site plan shall receive approval from the City Commission prior to the commencement of any development. <br />2. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the <br />expiration of this approval. <br />3. A Tree Bank payment of $94,733.33 shall be submitted to the City prior to the issuance of building permits. <br />4. Provide copies of all local, regional, state, and federal permits for the project to the City prior to commencement <br />of development. <br />5. All the above conditions shall be fully and faithfully executed, or the site plan shall become null and void. <br />After a brief discussion, Mr. Phillips asked the applicant to come forward. Mr. Gary Beverly and Mr. Y.F. Steve <br />Young, Civil Design Solutions, 225 South Swoope Avenue, Maitland, Florida came forward. In response to the Commission's <br />question, Mr. Beverly stated at this time they have no tenants interested in the site. A general discussion ensued regarding <br />the type of building material being used for the site and the light industrial/office use of the property <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Phillips asked for a motion to address SPR 19-14. Ms. Campbell made a motion that the Planning and Zoning <br />Commission recommend approval of case number SPR 19-14 to the City Commission, based on the staff report and the <br />
