He said the Local Planning
Agency reviews all items that are land use related and provides a recommendation to the City Commission.
Ms. Borkert explained that all Comprehensive Plan related items are reviewed by the Local Planning
Agency. She said the function of the Capital Improvements Element is to try to match the goals in the
Comprehensive Plan.
A general discussion ensued regarding the projects listed in the Capital Improvement Program including the
Public Work Department Complex and the Police Station. Mr. Bowley explained that this is a level of validation and
verification required by the State which gives meaning and purpose to the Local Planning Agency. He said the
Comprehensive Plan is a long-range plan for twenty (20) years. He said that breaks down to 4 — 5 -year capital
improvement plans. He said it is a check and balance and it is the only element that is updated annually.
