Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />October 14, 2020 <br />Page 3 <br />Mr. Phillips asked for a motion to address SPR 20-06. Mr. Hale made a motion that the Planning and <br />Zoning Commission approve SPR 20-06 for the Summerloch Green Amenities Center major site plan modification <br />based on the findings of fact and conclusions of the staff report dated October 14, 2020 including the four (4) <br />conditions of approval and Attachments A — C. Mr. Bakalla seconded the motion. The motion passed unanimously <br />by voice vote. <br />Eighth Item of Business: LPA 20-12: 2021 Capital Improvement Program. An ordinance to adopt the 2021- <br />2025 Capital Improvement Program into the City's Comprehensive Plan. <br />Mr. Chris Bowley, Community Development Director, reviewed the information provided in staffs <br />memorandum dated October 14, 2020 to the City of Casselberry Local Planning Agency. Mr. Bowley reviewed the <br />Capital Improvement Program 2021- 2025 (a copy is attached and made a part of the minutes). <br />In response to the Commission's question, Mr. Bowley explained the different funding sources used to fund <br />the projects in the Capital Improvement Plan. A general discussion ensued regarding the annual review of the capital <br />improvement projects and the status of the Public Works Department Complex. <br />Mr. Phillips questioned the role the Local Planning Agency plays for the projects listed in the Capital <br />Improvement Program. Mr. Bowley explained that public projects within the Capital Improvement Program would be <br />reviewed by the Planning and Zoning Commission at the design and permitting level. He said the Local Planning <br />Agency reviews all items that are land use related and provides a recommendation to the City Commission. <br />Ms. Borkert explained that all Comprehensive Plan related items are reviewed by the Local Planning <br />Agency. She said the function of the Capital Improvements Element is to try to match the goals in the <br />Comprehensive Plan. <br />A general discussion ensued regarding the projects listed in the Capital Improvement Program including the <br />Public Work Department Complex and the Police Station. Mr. Bowley explained that this is a level of validation and <br />verification required by the State which gives meaning and purpose to the Local Planning Agency. He said the <br />Comprehensive Plan is a long-range plan for twenty (20) years. He said that breaks down to 4 — 5 -year capital <br />improvement plans. He said it is a check and balance and it is the only element that is updated annually. <br />
