Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 8, 2021 <br />Page 4 <br />2. Per Section 94-6 of the City Code of Ordinances, this dock must be properly lit from sunset to sunrise to <br />show its overall length as it is proposed to extend further than 20 feet from the shoreline. <br />3. A new conditional use will be required if the size or dimensions of the dock is increased. <br />4. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />In response to the Commission's question regarding the conditions of approval, Mr. Jordan -Madden said the <br />conditions listed in the staff report are standard conditions of approval for docks; however, additional conditions could <br />be added during the building permit review process. <br />A brief discussion ensued regarding the increase in the size of the proposed dock, parking spaces, and <br />impervious area changes. <br />Mr. Phillips asked the applicant to come forward. Dr. Kelly Brock, Deputy Public Works Director/City <br />Engineer, came forward. In response to the Commission's question, Dr. Brock said there are no current plans to <br />dredge the canals. He said in this upcoming fiscal year, there are plans to dredge the Lake Kathryn canal, where <br />North Lake Triplet discharges into Lake Kathryn. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Phillips asked for a motion to address CU 21-16. Mr. Bowman made a motion that the Planning and <br />Zoning Commission approve CU 21-16 based upon the staff report and the testimony and evidence presented, that <br />the request meets the applicable provisions of the Unified Land Development Regulations and is consistent with the <br />Comprehensive Plan as per the written findings contained within the staff report, the four (4) conditions of approval <br />and Attachments A - B. Ms. Divita seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SPR 20-14: Secret Lake Park Improvements. A major site plan request to <br />construct improvements, including additional parking, replacement of various structures on site, and <br />installation of sidewalks, at Secret Lake Park located at 200 Triplet Lake Drive. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated September 8, <br />2021 to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that case <br />number SPR 20-14 be approved with staffs conditions, based on the staff report and the testimony and evidence <br />presented, that the request meets the applicable provisions of the Unified Land Development Regulations and is <br />
