Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />April 14, 2021 <br />Page 3 <br />Fifth Item of Business: SPR 21-01: Geneva School Phase 3 at 1775 Seminola Blvd. A development of <br />community impact site plan request to construct the phase 3 expansion of the Geneva School campus, <br />consisting of ±80,022 sq. ft. of new building floorspace along with associated hardscape, landscaping, and <br />site lighting. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated April 14, 2021 <br />to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that the Planning and <br />Zoning Commission recommend approval of case number SPR 21-01 to the City Commission, based on the staff <br />report and the testimony and evidence presented, that the request meets the applicable provisions of the Unified <br />Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings in the staff <br />report. He said the conditions of approval are as follows: <br />1. The site plan shall receive approval from the City Commission prior to the commencement of <br />any development. <br />2. The site plan approval shall be valid for one (1) year. An extension request may be submitted <br />prior to the expiration of this approval. <br />3. Provide copies of all local, regional, state, and federal permits for the project to the City prior to <br />commencement of development. <br />4. All of the above conditions shall be fully and faithfully executed, or the site plan shall become <br />null and void. <br />In response to the Commission's question, Mr. Tardif stated he thought Geneva Legacy Lane and Grand <br />Rue Drive were City streets but he would need to verify that information. In response to the Commission's question, <br />Mr. Tardif reviewed the student drop off/pickup traffic circulation for the site. <br />A general discussion ensued regarding installation of a traffic signal, sidewalk width, the landscaping <br />requirements, traffic circulation and parking for future development. <br />In response to the Commission's question, Mr. Tardif explained that the City would not require the school to <br />install a gate at the Geneva Legacy Lane exit. <br />Mr. Phillips asked the applicant to come forward. Mr. John Classe, 1775 Seminola Boulevard, Casselberry, <br />Florida came forward. Mr. Classe explained that currently the elementary students are at the State Road 436 <br />campus and it is the desire of the school to bring all the students to one campus. Mr. Classe reviewed the student <br />drop off/pickup traffic circulation. Mr. Classe stated the school has plans to meet with Seminole County to discuss <br />adding a traffic signal and other options to manage traffic on Seminola Boulevard. <br />
