Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 10, 2021 <br />Page 6 <br />A brief discussion ensued regarding the status of the St. Johns River Water Management District permit, Florida <br />Department of Environmental Protection notification of the lake's water quality, implementing the Community <br />Redevelopment District Urban Design Standards, stormwater, and photometric requirements. There was also a discussion <br />regarding the purpose of the fenced area on the west side of the development, the buffering of that area from the residential <br />properties, and the water runoff from this area. <br />Mr. Phillips asked the applicant to come forward. Mr. William Hockensmith, 5127 South Orange Avenue, Suite 200, <br />Orlando, Florida, and Ms. Pamela Huhl, 195 Concord Drive, Casselberry, Florida came forward. Ms. Huhl stated that she is <br />the clinic's manager. She explained that the clinic is currently located in Casselberry and the business has not received any <br />complaints. Ms. Huhl stated that the site is very clean and there is no smell from the animal waste. She said that the clinic <br />has outgrown its current facility and the additional parking is needed to accommodate their clients. <br />A brief discussion ensued regarding the hours of operation for the clinic and the types of animals cared for at the <br />facility. In response to the Commission's question, Mr. Hockensmith stated that artificial grass would be used in the fenced <br />area. <br />Mr. Philip Whitehill, RLH Construction, 5700 Dot Com Court, Oviedo, Florida came forward to explain the water <br />runoff for the fenced area. <br />After a brief discussion regarding the proposed development of this site, Mr. Phillips asked if there was anyone in <br />the audience who wished to speak in favor of, or in opposition to, the request. Ms. Brenda Monger, 15 Plumosa Avenue, <br />Casselberry, Florida came to speak in opposition of the request. Ms. Monger expressed concerns with the light trespass <br />from the cars entering the site, noise concerns, and the impaired quality of the lake. <br />A brief discussion ensued regarding the deterioration of the lake quality, the landscape requirements, the design of <br />the parking lot, and the sidewalk connection in this area. <br />Mr. Phillips asked for a motion to address SPR 20-07. Ms. Campbell made a motion that the Planning and Zoning <br />Commission approve case number SPR 20-07, based on the staff report and the testimony and evidence presented, that the <br />request meets the applicable provisions of the Unified Land Development Regulations, and is consistent with the <br />Comprehensive Plan as per the written findings in the staff report including the waiver, the five (5) conditions of approval, <br />and Attachments A — F. Ms. Saporito seconded the motion. The motion passed unanimously by voice vote. <br />
