A general discussion ensued regarding the heights for various <br />buildings in Casselberry. <br />Mr. Phillips asked the applicant to come forward, Mr. Francisco Montaner, South East Architects, 4310 West <br />Broward Boulevard, Plantation, Florida came forward. There were no questions for the applicant. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. Art Miles, 106 Carriage Hill Drive, Casselberry, Florida came forward to speak in opposition to the request. Mr. <br />Miles said he thought that the proposed development was for a 5 -story building and not a 6 -story building. Mr. Miles stated <br />that his home is directly behind the proposed development. He was concerned with the lack of trees on the site due to the <br />size of the building and required parking. Mr. Miles requested that the Planning and Zoning Commission protect their <br />neighborhood and to think about his community when making their decision. <br />In response to the Commission's question, Mr. Miles said a two-story building would be reasonable for this parcel. <br />Mr. Montaner said that the proposed development is a 5 -story building with a sun deck on the roof. He said they are <br />proposing additional landscaping around the perimeter of the property to help provide more screening. <br />A general discussion ensued regarding the height of the building, the impact on the property values for the <br />properties in the Carriage Hill Subdivision, and the proposed landscaping. <br />In response to Ms. Saporito's question, it was stated that the public was invited to provide input for the Oxford Park <br />Overlay District requirements. <br />Mr. Phillips asked for a motion to address ZB 20-06. Mr. Hale made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for case number ZB 20-06 and the accompanying <br />PUD Agreement. The recommendation is based on the staff report, findings of fact and conclusions, the testimony and <br />evidence presented, that the request meets the applicable provisions of the Unified Land Development Regulations, and is <br />consistent with the Comprehensive Plan including Attachments A and B. Ms. Campbell seconded the motion. The motion <br />passed with a 6 - 0 vote. Mr. Bakalla recused himself from voting due to a potential bias that the proposed development is <br />adjacent to his community association. <br />After a brief discussion, it was decided that case CU 21-05 should be heard before SPR 20-07. The agenda order <br />was modified. <br />
